本文认为高校学生会依靠专业化的职能体系和严格的规章制度建立起科层制的外形、同时又凭借以人人平等的学生身份为基础生成的一套完全与科层制所冲突的协商众治机制作为内部工作基础，建构起其自身的独特的“科层制”组织结构。由两种完全对立的机制形成的学生会组织结构在组织内部延伸出两种张力，导致学生干部采取了人情策略、自我效能策略、诱因策略、认同策略四种学生工作模式。以上这套学生会的“科层制”系统也导致了学生会日渐脱离学生的致命弊端，而“扁平化学生会治理”或能成为学生会革除这一弊端的发展逻辑。

This paper believes that college student unions are constructed in the shape of bureaucracy due to their professional function system and strict rules and regulations. They build their own unique “bureaucratic” structure on the basis of public administration mechanism, which is completely conflict with bureaucracy, relying on the equality of every student. Faced with two different tensions extended in the student union structure formed by two completely opposite mechanisms, four work patterns as relationship strategy, self-efficient strategy, benefit strategy and identified strategy are adopted by student leaders. This “bureaucratic” system leads student unions to the fatal defect of isolation from the students. And “flattening student union governance” may be the development logic to reform this defect.
