传媒政治沟通是和谐社会建设的一项重要内容。本文通过构建“政府——传媒——公众”的双向沟通模式,探讨如何在建设和谐社会的背景下,实现政府和媒体之间的良性互动,推进公共信息的顺畅流动和民主政策的制订。本文以媒介使用与依赖理论为分析工具,以中国公众接触大众传媒与知晓公共事务、社会政治参与意识三者之间成正相关关系为研究假设展开研究。采用论证与例证相结合的方式,列举 “自上而下” 和“自下而上”的传媒政治沟通所包含的具体形式,并因此构建了“政府——传媒——公众”的三角分析模型。在传媒政治沟通与社会和谐的关系研究上,以古典理论中对大众传媒的功能研究为基础,指出传媒政治沟通在和谐社会建设中的功能意义。此外,对于社会转型期以及危机管理方面,它也发挥着积极作用。由于传媒的“喉舌”属性,一方面它在上情下达以及引导舆论方面发挥了积极作用,另一方面,正式传播渠道信任危机的显现,自下而上监督的执行困境,进一步造成了沟通主体主动性的缺失。造成以上问题的深层原因在于大众传媒与政府之间存在着复杂的力量博弈。因此,从政府与媒体的良性互动出发,在和谐社会建设的背景下,作为传媒政治沟通的主体的政府一方面要创新治理模式,加快向服务型政府的转变;另一方面,媒体要加强自身的政治及职业素养,积极发挥各种媒体的合力作用。

Mass media political communication is an important part of the construction of a harmonious society. The paper aimed to realize the benign interaction between the media and government in the framework of constructing a harmonious society through a “Government-Media-Civil" tripartite communication model; a system which might effectively promote the smooth flow of information to the public and democratic policymaking.The paper explores the positive correlation between the Chinese public and media sources, the Chinese public and public affairs, and the sense of social and political participation using the media use and reliance theory as an analytical tool. Through discussion of the three basic concepts and principles of political communication, media and political communication, and mass media, it explains the content of political communications in a step-by-step manner. Offering evidence and example methods, it cites "top-down" and "bottom-up" forms contained in media and political communication, therefore establishing the "government-media-public" analysis model. It promotes the functional significance of media and political communication in the building of a harmonious society on the basis of the classical theory of the function of mass communications. In addition, it has also played an active role in societal transition and crisis management.Because of the characteristics of the media's "mouthpiece", on the one hand it plays a positive role in the conveyance and guiding of public opinion, while on the other hand, formal communication channel create a crisis of confidence as a result of the bottom-up monitoring system. Implementation difficulties cause further motivational shortcomings in the communication field. The deep-seated reason for the above problems is the result of a complex power struggle between the mass media and government.As the government is the main actor in media and political communication, it needs to innovate in order to speed the change into a “service-oriented” government. However, the media should strengthen their political and professional function iorder to play an active role in the synergy of media.
