随着第三次科技革命的展开，科学技术对生产力发展和经济增长的作用越来越大，大力进行科学技术创新已经成为各个国家的共识和发展战略重心。企业是技术创新的主体，企业的技术创新是维持经济社会活力的重要因素，并推动着经济的持续增长社会的不断进步。但是企业从技术研发到最终实现产业化要经历一个较长的过程，会受到很多因素的影响。不同的因素对技术创新的影响不同，本文围绕影响我国企业技术创新能力与活力的内外部因素，重点分析国家政策、企业性质、犯罪率（社会治安状况）、行业竞争态势等因素。根据相关理论和数据分析，推出上述因素对企业创新影响显著，并提出相应建议。

As the third revolution of science and technology develop continually, the science and technology become more and more important for the development of productive forces and the growth of economy. The enterprise is the main force of technological innovation. It is because of technological innovation of enterprises economy can keep growing and society can maintain the vitality and progress. However, from the technological research and development to the final realization of industrialization the enterprise will experience a long progress and will be affected by many factors. Different factors have different influence on technology innovation. This paper will centre on the external and internal factors affecting the ability and vitality of the enterprise’s technological innovation, especially analyzing the government policy, the nature of the enterprise, crime rate, excitation mechanism, the number of talents to explore these factors’ the specific influence on the enterprise’s technological innovation. According to the analysis of the paper, these factors have a significant influence on the technological innovation. And put forward specific suggestions.
