电子信息产业是当今世界产业发展的“排头兵”之一。“十二五”之后，我国电子信息产业的发展由于其巨大的发展潜力受到高度重视。随着产业数字化、数字产业化理念的提出，保持着高速发展的趋势，现已成为我国国民经济中的支柱性产业，《中国制造2025》、《“十四五”国家信息化规划》等重要国家战略均对加快建设现代化电子信息产业体系提供了清晰具体的指导。习近平总书记强调，没有信息化就没有现代化。加快电子信息产业发展，抢抓信息产业革命的新机遇，是贯彻新发展理念、推动高质量发展的重要战略举措。

自河北省政府在2011年发布《河北省电子信息产业发展“十二五”规划》以来，河北省依托优越地理位置和产业优惠政策不断发展电子信息产业，信息化程度不断推进。京津冀区域一体化等政策利好更是给河北省电子信息产业发展带来了机遇。2021年，河北省电子信息产业同比增长22.4%，其中，电子信息制造业收入同比增长25.1%，软件和信息技术服务业收入同比增长15.0%。近年来，河北省牢牢把握京津冀协同发展和雄安新区建设的机遇，开展“京津研发、河北转化、河北制造”的合作模式，实现“十四五”信息化的良好开局。但河北省电子信息产业发展进程放在全国来看仍较为缓慢，与发达省市相比还存在着不小的差距。本文通过分析河北省发展现状，深挖存在的问题，研究提出河北省电子信息产业发展的促进政策，以求努力克服河北省电子信息产业的发展制约，促进发展、提升竞争力。

本文主要分为三个部分。第一部分，绪论和理论概述。介绍研究背景、研究意义、研究内容、研究方法等基本情况，提出电子信息产业、产业结构升级、京津冀协同发展战略、产业集群等相关概念。第二部分，河北省电子信息产业发展情况和存在问题分析。首先，立足对河北省电子信息产业发展的产业优势和机遇分析，通过分析国家及河北省相关产业数据，说明河北电子信息产业整体发展情况；然后，运用层次分析法对河北省电子信息产业发展程度和成长性进行了定量分析，指出河北省电子信息产业发展面临的问题，如创新动力不足、产业规模偏小、集群程度不高等。第三部分，通过定性定量相结合的综合分析，有针对性地提出促进河北省电子信息产业发展的政策建议。

The electronic information industry is one of the "vanguards" of industrial development in the world today. After the "Twelfth Five-Year Plan", the development of China's electronic information industry due to its huge development potential has been highly valued, with the concept of industrial digitalization, digital industrialization, maintaining the trend of rapid development, has now become a pillar industry in China's national economy, "Made in China 2025", "14th Five-Year Plan" National Informatization Plan and other important documents have provided clear and specific guidance for accelerating the construction of a modern electronic information industry system. General Secretary Xi Jinping stressed that there can be no modernization without informatization. Accelerating the development of the electronic information industry and seizing the new opportunities of the information industry revolution is a strategic measure to implement the new development concept and promote high-quality development.

Since the Hebei Provincial Government issued the "Twelfth Five-Year Plan for the Development of Electronic Information Industry in Hebei Province" in 2011, Hebei Province has continuously developed the electronic information industry by relying on its superior geographical location and preferential industrial policies, and the degree of informatization has been continuously promoted. Favorable policies such as Beijing-Tianjin-Hebei regional integration have brought opportunities for the development of the electronic information industry in Hebei Province. In 2021, the electronic information industry in Hebei Province increased by 22.4% year-on-year, of which the revenue of electronic information manufacturing industry increased by 25.1% year-on-year, and the revenue of software and information technology service industry increased by 15.0% year-on-year. In recent years, Hebei Province has firmly grasped the opportunities of the coordinated development of Beijing-Tianjin-Hebei and the construction of Xiong'an New Area, carried out the cooperation model of "Beijing-Tianjin R&D, Hebei transformation, and Hebei manufacturing", and achieved a good start in the informatization of the "14th Five-Year Plan". However, the development process of the electronic information industry in Hebei Province is still relatively slow in the whole country, and there is still a big gap compared with developed provinces and cities. By analyzing the development status of Hebei Province, this paper digs deep into the existing problems, and studies and puts forward the promotion policies for the development of electronic information industry in Hebei Province, in order to strive to overcome the development constraints of the electronic information industry in Hebei Province, promote development and enhance competitiveness.

This article is mainly divided into three parts. Part I, Introduction and Theoretical Overview. The basic information such as research background, research significance, research content, and research methods was introduced, and related concepts such as electronic information industry, industrial structure upgrading, Beijing-Tianjin-Hebei coordinated development strategy, and industrial cluster were put forward. The second part is the analysis of the development and existing problems of the electronic information industry in Hebei Province. Firstly, based on the analysis of the industrial advantages and opportunities of the development of electronic information industry in Hebei Province, the overall development of Hebei electronic information industry is explained by analyzing the relevant industry data of the country and Hebei Province; Then, the analytic hierarchy method was used to quantitatively analyze the development degree and growth of electronic information industry in Hebei Province, and pointed out the problems faced by the development of electronic information industry in Hebei Province, such as insufficient innovation power, small industrial scale, and low degree of clustering. The third part, through the comprehensive analysis of qualitative and quantitative combination, puts forward targeted policy suggestions to promote the development of electronic information industry in Hebei Province.
