随着社会的持续进步，互联网和新媒体的推动，我国民众对公益事业的关注逐渐走向高潮。公益组织的数量不断增长，公益项目的形式日益多元，企业社会责任意识兴起，这些都为公益事业从“输血”到“造血”的深度发展提供了契机。如何发现受助者真正的需求？如何做有效的公益？如何培育可持续的公益机制？成为越来越多公益组织关注的问题。笔者在实习过程中，偶然参与了“火把”公益项目的实施，发现该项目体现的“慢公益”理念有其独特性和优点，对弥补社会福利的缺失、提升公益项目的深度和广度、践行现代公益的理念有一定借鉴意义。故本文运用文献研究法、访谈法、个案研究法，以“火把”公益项目为例，描述慢公益项目的具体运作流程。并结合需要层次理论、社会支持理论和人本主义、存在主义、福利多元主义等理论，归纳慢公益项目的可持续性、延展性、系统性、联动性与互补性和企业的主导性五大特点，总结慢公益项目在项目内容、公益理念和社会福利三方面的作用，最后提出了慢公益项目在专业化程度和运作局限性上的反思。通过对慢公益项目的特点及作用研究，以期补充和丰富公益领域的实证研究，为公益项目的研究提供素材参考；另外，运用理论与实践相结合进行分析，挖掘慢公益项目中呈现出的现代公益新趋势，为公益组织进行项目设计和运作实践提供思路和参考。

With the continuous improvement of society and the development of the Internet and the new media, prompted the public attention to public welfare undertakings in our country gradually to a climax. The growing number of public organization , public projects in the form of diversification and the rise of corporate social responsibility consciousness, which are provided an opportunity for the public good depth development from the “transfusion of blood” to “hematopoietic”.How to find the real needs of the recipients? How to make an effective public service? How to cultivate a sustainable welfare system? More and more public organizations began to focus on these issues.The author in the course of the internship, and occasionally participated in the implementation of the "torch" public project, found that the project reflects the "slow public project" concept has its own uniqueness and advantages compensate for the lack of social welfare and enhance the depth and breadth of public project to practice the concept of the modern welfare has some reference.Therefore, the paper uses the literature research,interview method and case study, combined with case "torch" public project, describe the operational processes slow public projects. According to the hierarchy of needs theory, the theory of social support and humanism, existentialism, welfare pluralism theory, summarized the five characteristics of slow public project as sustainability, scalability, systematic, co-complementary and enterprise-led.The role of slow public projects come to project content, philosophy and social welfare benefits in three areas.Finally, the authors propose a reflection about professional and limitations of slow public projects.Through the study of the characteristics and effects of the slow public projects, in order to supplement and enrich the empirical research in the field of public service, to provide reference for the study of public projects;In addition, the use of a combination of theory and practice to analyze the problem, digging slow public projects in showing new trends in modern public service, provide ideas and reference to the public organization design and operation of the project.
