微博的兴起,给人们的生活方式带来巨大变化。随着微博的影响力日益扩大,它在一定程度上改变了中国社会的舆论传播格局。我国发生的所有热点事件几乎都会在微博传播,微博已成为一个突发事件的传播舆论中心。作为突发事件处置的主体,政府在突发事件中的微博舆论引导能力至关重要。 本文以“7•23”动车事故和天津蓟县“6•30”火灾事故为例,总结政府在微博舆论引导方面存在的问题和不足之处,分析原因,并就如何有效利用微博进行突发事件的舆论引导提出意见和建议,以期望为提升政府的突发事件应对能力提供参考。 首先,本文首先对微博的概念进行界定,然后详细阐述了微博在国内外的发展状况、特点和功能,为后面章节的研究提供了必要的理论基础。 其次,本文结合微博在突发事件中的传播优势、舆论影响力,从具体案例切入,实事求是的剖析了突发事件中政府进行微博舆论引导的效果、归纳总结出值得借鉴的地方,并指出存在不足之处。主要为对微博的认识不到位、微博信息监管的不力、政府微博舆论引导的经验缺乏等。 最后,针对存在问题,本文结合微博发展大趋势,提出了以下应对策略。一加大对微博的监管力度,制定相关的法律和法规,加强微博运营商的监管和引导效力;二是利用政府微博对舆论加以引导,及时、主动发布权威信息,提高与公众的互动性,培养政府官员的微博素养;三是促进微博舆论引导合力的形成,加快传统媒体与微博等新媒体的融合,培养与微博意见领袖的合作;四是提高微博用户的媒介素养,树立民众的社会责任感,避免突发事件的恶性传播。

The emergence of micro-blogging has brought significant changes to people’s life. With its growing influence, micro-blogging, to some extent, has changed the dissemination pattern of public opinion in Chinese society. Almost all the hot events in our country are spread on micro-blogging. As a result, micro-blogging has become a spreading center of public opinion in emergency events. As the main part in emergency disposal, the government’s capacity of guiding public opinion in emergencies is of vital importance. Through the analysis of actual cases, Wenzhou “7.23” locomotive rear-end collision accident and Tianjin Jixian “6.30” fire accident, the paper summarizes the existing problems in guiding public opinion of micro-blogging, and analyzes the causes. Then on the topic of how to make use of micro-blogging to guide public opinion in emergencies, the paper puts forward several suggestions, which may provide a reference for the government to enhance its emergency response capacity. First of all, the paper introduces the definition of micro-blogging, and expatiates on the development of micro-blogging at home and abroad, as well as its characteristics and functions. This part provides a necessary theoretical foundation for later chapters. Secondly, the paper studies micro-blogging’s spreading advantages and influence on public opinion in emergencies, and then analyzes government’s performance in guiding public opinion of micro-blogging. On this base, it sums up the experience and lessons learned, and points out the existing problems, which are mainly due to a hazy understanding of micro-blogging, weak supervision of information, and lack of experience in guiding public opinion through government micro-blogging. Finally, in view of the existing problems, the paper proposes the following strategies. The first step is to strengthen supervision of micro-blogging, including setting up relevant laws and regulations, strengthening the supervision and guidance of micro-blogging operators. The second step is to make better use of government micro-blogging to guide public opinion. Government should issue authoritative information initiatively through micro-blogging, and enhance interaction with the public. What’s more, government should also increase government officials’ micro-blogging literacy. The third step is to facilitate a joint force of public opinion guidance, including speeding up the integration of traditional media and micro-blogging, cultivating cooperation with micro-blogging opinion leaders. The fourth step is to improve the media literacy of micro-blogging users, and to enhance people’s sense of social responsibility, in order to avoid vicious spread of emergency events.
