中亚-里海地处欧亚大陆腹地，地缘位置极其重要，英国地缘政治学者麦金德将其称为“历史的地理枢纽”和“欧亚大陆的心脏”。同时，该地区蕴藏有丰富的油气资源，有“第二个波斯湾”之称，是21世纪世界油气开发的中心和主要的能源供应基地之一。能源在当今世界已成为事关国家经济发展和综合国力的战略问题，抢滩中亚-里海这个新的能源宝藏，实施能源多元化战略，抢占世界能源格局的制高点，成为各国追逐和博弈的目标。自上世纪90年代初中亚-里海地区的油气储量探明并公布，各种国际力量就在该地区展开了一场激烈的能源争夺战。其中，俄罗斯和美国是两个主要的竞争对手。同时，我国的能源安全现状和前景均不容乐观，鉴于我国与中亚的地缘政治与经济现实，加强我国与中亚地区国家的油气合作，积极参与到中亚-里海地区的这场能源博弈中来，对于我国保证能源供应、维护能源安全是一个现实而有效的选择。文章通过分析俄美在中亚-里海地区的能源博弈对我国与该地区的能源合作产生的影响，提出了许多应对之策。文章主要分为四个部分。第一部分简单介绍了中亚-里海能源在世界能源格局中的战略地位。第二部分从战略与政策两个层面分别阐述了俄美在该地区的能源战略和政策，并对其做出了评价。两国在该地区的能源战略和利益是相互冲突的，这构成了俄美博弈的基础。第三部分重点介绍了俄美博弈的表现，并对其博弈前景作了预测。主要从里海法律地位、油气开采权、油气外运管道三个方面分析了俄美的竞争态势。基于各自的国家利益，双方都不会自动退出博弈，较量仍在继续，但随着地区及国际形势的变化，俄美的竞争态势也会发生变化。俄美在该地区的博弈也对中国与中亚的能源合作产生了许多积极和消极的影响，这便有了第四部分即中国的对策，该部分对于我国与中亚开展更为有效和持久的能源合作有一定的现实指导和借鉴意义。

The area of the Central Asia and Caspian sea has played an important part in the world politics because of its unique geography and abundant energy resource.On one hand,the region ,which lies in the Eurasia Continent,is called “the heart of the Eurasia continent”by Mackinder, who was a well-known geopolitical scholar.On the other hand,it is rich in energy resources,which is crucial to the economic development and national power.Some countries and international powers joined in the game to win advantages .The region has been the focus of the game.Russia and the United States are the main rivals.They planed their strategies and policies in the region based on their national interests.The region adjoins China,which is meaningful to our energy supply.We should make full use of the special geopolitics and the conflicts between Russia and the US in competition,take some active action and increase the coopration to ensure our energy security.This thesis is organized as follows.The chapter one,I give an introduction of general energy of the Caspian Sea and its positon in the world energy system.The chapter two analyses the energy strategies and policies of Russia and the US.Their opposite strategic interests are the basis and the reason of the game.The chapter three describes the game. The competition includes several facets such as the legal status of the Caspian Sea,the rights of exploitation of oil and natural gas reserves,as well as the routes of transportation pipeline.Russia and US won’t quit the game automatically.The situation of the game will change gradually.The game between Russia and US has some impact on the cooperation of China and the region.Therefore,some suggestions are given aiming at gaining strategic interests for China in the chapter four.
