当今时代已然进入知识社会，经济全球化、世界多极化、文化多样化、社会信息化进一步提高，科学技术尤其互联网技术高速发展。世界网络正以惊人的速度成长，并逐步蚕食着现实生活，面对如是现象，或许有人会欢呼网络为普通公民行使话语表达权提供了理想平台, 认为网络为民主化的发展和进步提供了有力的武器，但是他们却忽略了这样一个事实，当进入参与成本与惩罚性后果很低的网络社会时，非理性行为的产生与发展也同时找到了理想的平台，甚至导致网络暴政的产生。本文即将探讨这一问题，将通过对虚拟社群决策过程的研究和分析来论证网络暴政的产生原因、危害及其预防。可以理解一些人对网络民主的美好愿望，因为通常意义上的民主在实践中往往表现为多数统治, 而网络的参与特点与表现形式恰恰符合这样一种要求，为大多数人提供了参与的平台与沟通的渠道，但是如果多数的参与导致了其权威绝对化、其话语权绝对化，而进一步忽视甚至磨灭了少数的权利和利益, 那便形成了多数暴政。在网络社会中，就表现为网络暴政，也就是部分网民在网络空间中以言语为武器挑起事端，制造强势的网络舆论,影响事件走向，压制甚至磨灭少数人的声音，以此形成多数权威，无理由或是有目的地对少数事件当事人进行抨击和声讨,以引起网络社会不和谐。这种行为所产生的结果不止危害了少数事件当事人在网络世界的名誉，甚至影响并侵害了其在现实社会的正常生活及合法权益，而其中的人肉搜索行为就体现着网络虚拟与社会现实的一种病态对接。面对这一现象，本文将对网络世界的情况进行梳理和分析。全文分为六个部分：第一部分为导论。主要介绍文章的研究目的和选题意义、文献综述分析、本文的特色之处、以及研究方法与研究资料的简述。第二部分主要对虚拟社群的决策过程进行分析。包括对其进行符合本文要求的概念界定，并将通过对其独特的决策行为和决策过程的梳理，来进一步分析得出该决策行为的特殊性。第三部分主要是案例的解析。在这一部分中本文将列举出三个符合文章整体性及特殊性要求的案例，以真实、生动、具有启发性的事件来进一步论证本文所要阐述的观点。第四部分主要对导致网络暴政产生的原因进行分析，在分析过程中主要包括三个方面，首先是简述相应理论；其次是对网络本身的复杂性因素，也就是虚拟社群决策过程中网络暴政产生的载体（网络本身）进行分析；最后是对网络暴政产生发展的另外一个原因，即虚拟社群决策过程中网络暴政产生的主体，也就是网民本身是如何发展成为“暴民”的原因进行分析。第五部分将从预防与规避网络暴政的角度出发，在论述了网络暴政产生发展的原因及表现后，进一步提出解决问题的建议。第六部分为结语部分，将对文章的整个论述与脉络进行系统的整理与分析，并提出进一步的建议希望。
