初级农产品质量安全问题是世界各国都关注的问题，人类命运共同体影响着地球村的经济、社会等方面。如果初级农产品质量安全出现问题，这些问题将会给人类造成很多负面效应，首先，它不仅影响大众的身体和心理健康，而且还严重制约经济和社会的发展水平。为了解决农产品质量安全问题，需要国家完善初级农产品追溯法律。目前，我国经济发展较快，初级农产品相关领域不断拓展，初级农产品质量安全追溯法律制度相对不完善，导致初级农产品质量安全问题因素较多，其中一个主要因素是农产品法律体系不健全、不完善。
     通过研究笔者认为，我国初级农产品质量安全追溯法律制度存在法律追溯内容不完善、行政法规追溯内容少、其他规范性法律文件适用范围有限、追溯各阶段（生产阶段、流通阶段、消费阶段）法律不完善等主要问题，同时还存在配套机制缺乏法律支撑、农业相关法规定的追溯执法缺乏协同性、追溯主体违规成本偏低等问题。欧盟、日本在农产品追溯法上起步较早，立法模式有一定的先进性。笔者通过查阅国内外文献究其原因提出了对于完善我国初级农产品追溯法律完善的建议。针对以上问题，应从完善法律的内容、增加行政法规中关于农产品追溯内容、扩大其他规范性文件适用范围、完善各追溯阶段的法律制度、完善法律配套支撑、明晰追溯主体的法律责任等方面加以完善。
    本文正文由导论、主体章节、结语三部分构成。导论部分主要阐述了选择研究的意义、国内外研究的现状和文章的创新之处。主体章节分为三章，第一章是我国初级农产品质量安全追溯法律制度的问题、第二章是我国初级农产品质量安全追溯法律制度存在问题的原因、第三章是我国初级农产品质量安全追溯法律制度完善的对策。结语部分主要阐述了写作过程中出现的一些问题及思考，并表达了加强和完善初级农产品追溯法的美好期盼。同时，本文在以下两个层面具有创新思维：在理论层面，从研究初级农产品质量追溯法律的现状问题到原因，再从原因到解决问题的建议，比以往的研究更加全面、具体；在实践层面，本文的研究结论也有利于解决农产品安全问题，为解决农产品安全问题提供合理化建议。

       The issue of quality and safety of primary agricultural products is a matter of concern to all countries in the world. The community of human destiny affects the economic and social aspects of the global village. If there are problems with the quality and safety of primary agricultural products, these problems will cause many negative effects on humans. First, it not only affects the physical and mental health of the public, but also severely restricts the level of economic and social development. In order to solve the quality and safety problems of agricultural products, the state needs to improve the law of traceability of primary agricultural products. At present, my country's economy is developing rapidly, and the related fields of primary agricultural products are constantly expanding. The legal system for the traceability of the quality and safety of primary agricultural products is relatively imperfect, resulting in many factors for the quality and safety of primary agricultural products. One of the main factors is the incomplete and imperfect agricultural product legal system.
             Through research, the author believes that China's primary agricultural product quality and safety retrospective legal system has imperfect legal retrospective content, few administrative regulations retroactive content, other normative legal documents with limited scope of application, and various retrospective stages (production stage, circulation stage, consumption stage). The main problems such as perfection, as well as the lack of legal support for supporting mechanisms, the lack of synergy in the retrospective enforcement of agricultural regulations, and the low cost of violations by retrospective subjects. The European Union and Japan started earlier in the Agricultural Products Traceability Law, and the legislative model has a certain degree of advancement. The author put forward suggestions for perfecting the traceability laws of my country's primary agricultural products by consulting domestic and foreign literatures. In view of the above problems, it should be improved in terms of improving the content of the law, increasing the traceability of agricultural products in the administrative regulations, expanding the scope of application of other regulatory documents, improving the legal system at each traceability stage, improving the legal support, and clarifying the legal responsibility of the tracer. .
          The main body of this article is composed of three parts: introduction, main chapter and conclusion. The introduction part mainly elaborates the significance of selection research, the current status of domestic and foreign research and the innovation of the article. The main chapter is divided into three chapters, the first chapter is the problem of China's primary agricultural product quality and safety traceability legal system, the second chapter is the cause of the problems in our country's primary agricultural product quality and safety traceability legal system, and the third chapter is our country's primary agricultural product quality and safety traceability law Countermeasure of perfect system. The conclusion part mainly elaborates some problems and thoughts in the writing process, and expresses the good hope of strengthening and perfecting the traceability method of primary agricultural products. At the same time, this article has innovative thinking at the following two levels: at the theoretical level, from studying the current status of primary agricultural product quality tracing laws to the causes, and then from the causes to solving problems, it is more comprehensive and specific than previous research; at the practical level The research conclusion of this article is also helpful to solve the safety problem of agricultural products, and provides reasonable suggestions for solving the safety problem of agricultural products.
