为彻底解决当前农业执法中存在的多部门执法、权责交叉、人员配置不足等问题，党的十九届三中全会通过了《中共中央关于深化党和国家机构改革的决定》和《深化党和国家机构改革方案》，将农业系统内兽医兽药、种子、农药、化肥、生猪屠宰、农机等执法队伍进行整合，成立农业综合行政执法机构。实行综合执法后，执法行业跨度大、执法要点成倍增加。由于信息过载和信息处理能力有限，执法人员的注意力分配直接反映了其工作现状。通过对执法人员的注意力分配影响因素及影响机制的探索，对研究农业综合执法人员行为有更深刻的认识，为建立健全我国新时代农业综合执法体系进一步总结经验。

本文在广泛研究注意力、注意力测量方法、影响注意力因素等相关文献的基础上，以B地区农业综合执法支队为例，运用工作日志法对执法人员连续30天工作情况进行记录，通过对相关数据进行分类和统计，展现了机构改革实行综合执法后农业执法人员注意力分配现状。在内部日常事务方面，执法人员注意力分配在“会议和学习”上最多；在监管主体方面，不同级别的执法人员注意力分配指向不同，科级干部的注意力分配与科员相比更平均且集中，且无论哪个级别的执法人员注意力分配在“迎接上级检查”上最集中；在监管客体方面，执法人员在农业各行业领域注意力分配不平衡，更倾向于办理简易程序案件。并基于此，归纳出农业综合执法人员注意力分配具有：规则性、行业性、选择性和固定性。

在有限理性决策理论、注意力理论框架下，本研究利用深度访谈法、案例分析法、参与式观察法、文本分析法，归纳总结出执法人员注意力分配受：科层制规则、监管客体、个人利益、制度环境等因素影响。据此，本文构建了注意力分配分析框架解释了农业综合执法人员注意力分配逻辑。即：执法人员在面对各类问题信息源流时，注意力最先关注在科层制规则；在遵循科层制规则的前提下，受到监管客体影响，执法人员根据各执法领域的行业特点，在执法关键环节及时调整注意力分配；作为有限理性的“经济人”，执法人员为追求个人利益最大化进行选择性执法，将注意力分配在自己熟悉的执法领域以避免被问责；在实际执法过程中，以上三种因素对执法人员注意力影响在不同情境和时间节点上占据主导地位、交互发挥作用，而这些影响因素均在制度环境这个大背景之下产生作用。

最后，针对基层农业综合执法人员注意力分配的现状和特点提出有益意见，为进一步深化农业综合执法管理体系改革，构建更加合理的农业综合行政执法体系提供基层建议和经验。

In order to thoroughly solve the current problems of multi-departmental law enforcement, intersection of powers and responsibilities, and inadequate staffing in agricultural law enforcement, the Third Plenary Session of the 19th CPC Central Committee adopted the Decision of the CPC Central Committee on Deepening the Reform of the Party and State Institutions and the Program for Deepening the Reform of the Party and State Institutions, which integrated the law enforcement teams of veterinary and veterinary drugs, seeds, pesticides, fertilizers, pig slaughtering and agricultural machinery in the agricultural system and established a comprehensive agricultural administrative The comprehensive agricultural administrative law enforcement agencies. After the implementation of integrated law enforcement, the span of law enforcement industries is large and the number of law enforcement points has increased exponentially. Due to the information overload and limited information processing capacity, the attention allocation of law enforcement officers directly reflects their work status. By exploring the factors influencing the attention allocation of law enforcement officers and the influencing mechanism, we can have a deeper understanding of studying the behavior of integrated agricultural law enforcement officers and further summarize our experience for establishing a sound integrated agricultural law enforcement system in the new era of China.

Based on extensive research on attention, attention measurement methods, factors influencing attention and other related literature, this paper takes the integrated agricultural law enforcement detachment in region B as an example and uses the work log method to record the work of law enforcement officers for 30 consecutive days, and shows the current situation of attention allocation of agricultural law enforcement officers after the implementation of integrated law enforcement by institutional reform through classification and statistics of relevant data. In terms of internal daily affairs, the attention of law enforcement officers was most allocated to "meetings and study"; in terms of supervision subjects, the attention of law enforcement officers at different levels was allocated differently, and the attention of section-level cadres was more evenly and concentrated compared with that of section members, and the attention of law enforcement officers at any level was allocated to "meeting superior inspection". "In terms of supervision objects, the attention of law enforcement officers in various agricultural industries is unevenly distributed, and they are more inclined to handle summary cases. Based on this, it is concluded that the attention allocation of comprehensive agricultural law enforcement personnel has: rule-based, industry-based, selective and fixed.

Under the framework of finite rational decision theory and attention theory, this study uses in-depth interview method, case analysis method, participant observation method and text analysis method to summarize and conclude that the attention allocation of law enforcement officers is influenced by: section system rules, regulatory objects, personal interests and institutional environment. Accordingly, this paper constructs an attention allocation analysis framework to explain the attention allocation logic of integrated agricultural law enforcement personnel. Under the premise of following the rules of the hierarchy and influenced by the regulatory object, law enforcement officers adjust their attention allocation in time according to the characteristics of each law enforcement field; as a limited rational "economic man", law enforcement officers In the actual law enforcement process, the above three factors dominate and interact with each other in different situations and time points, and all these influencing factors work in the general context of institutional environment. 

Finally, useful comments are made on the current situation and characteristics of the distribution of attention of grassroots integrated agricultural law enforcement personnel to provide grassroots suggestions and experiences for further deepening the reform of integrated agricultural law enforcement management system and building a more reasonable integrated agricultural administrative law enforcement system.
