40年的改革开放为中国经济带来发展奇迹,随着经济与科技的不断进步,人们的收入与生活水平不断提升,全面建成小康社会的目标已近在眼前,然而我国劳动力市场受到社会、政治等制度性因素的影响分割为两个或多个有明显差异的市场,出现较为严重的劳动力市场分割问题。前人研究发现我国劳动力市场分割问题受制度因素影响变得更为复杂和严重,呈现多重分割格局,对我国经济增长,收入分配,社会稳定和创新发展都产生了明显的负面影响。随着中国经济发展进入新时代,创新能力不足成为制约经济高质量发展的关键因素,存在缺乏足够的自主创新,科技成果转换率与发达国家差距较大等问题,不利于经济的长远发展。目前有关创新的影响因素研究很多,可是涉及劳动力市场及分割的还不多,本文以此为研究方向,运用理论分析和实证检验的方法分析劳动力市场分割对创新的影响。 在深入分析国内外相关文献的基础上,为了能更深入地探究我国劳动力市场多重分割对创新的影响,本文构建相应理论模型,分别分析城乡分割、主次要市场分割和地区分割对创新的影响机制,发现城乡分割会提升创新成本并降低创新预期收益,主次要市场分割会导致人力资源配置扭曲,地区分割会扭曲全国创新人才配置,提升落后地区创新成本,降低企业研发的预期收益,均会对创新产生负面影响。 为验证理论分析,本文通过全国28省(不含黑龙江、贵州、西藏自治区和港、澳、台地区)省际面板数据,分别用第一产业从业人员占比与GDP占比的比值、中小企业从业人员占比与产值占比的比值和本地区从业人员占比与GDP占比的比值作为衡量城乡分割、主次要市场分割和地区分割程度的指标,使用双向固定模型进行回归分析,结果显示劳动力市场分割对创新发展有显著的抑制作用,而且从全国总体来看,市场地区分割对创新的抑制作用要更突出。考虑到中国地区间差异较大,各类劳动力市场分割对创新的影响在不同地区会有不同的影响,本文分东中西部地区进行分样本回归分析,结果显示地区因素的作用十分显著,东部地区劳动力市场地区分割的影响最大,而中西部地区主次要劳动力市场分割和劳动力市场城乡分割的影响更明显。

The reform and opening up for 40 years has brought about a miracle of development for China's economy. With the continuous progress of economy and science and technology, people's income and living standards have been continuously improved, and the goal of building a well-off society in an all-round way is near the front of the eyes. However, the labor market in China is divided into two or more markets with obvious differences in the influence of social and political factors, there is a serious problem of labor market segmentation. Previous studies also found that the problem of labor market segmentation in China has become more complex and serious with the influence of institutional factors. It presents a multiple division pattern, which has a significant negative impact on China's economic growth, income distribution, social stability and innovation and development. With the development of China's economic development into a new era, the lack of innovation ability has become a key factor restricting the development of high quality economy. There is a lack of sufficient independent innovation and a large gap in the conversion rate of scientific and technological achievements and developed countries, which is not conducive to the long-term development of the economy. At present, there are a lot of research on the influence factors of innovation, but there are not many studies involving labor market and segmentation. This paper uses the method of theoretical analysis and empirical test to analyze the influence of labor market segmentation on innovation. On the basis of in-depth analysis of relevant literature at home and abroad, in order to further explore the impact of multiple division of labor market on innovation in China, this paper constructs a corresponding theoretical model to analyze the impact mechanism of urban-rural segmentation, the primary and secondary market segmentation and regional segmentation on innovation, and find that the urban-rural segmentation will improve the innovation cost. The primary and secondary market segmentation will lead to the distortion of human resource allocation and reduce the expected returns of innovation. Regional segmentation will distort the allocation of innovative talents in the country, improve the innovation cost of the backward areas and reduce the expected returns of the enterprise R & D, which all will have a negative impact on innovation. To verify the theoretical analysis, through the inter provincial panel data in 28 provinces of China (excluding Heilongjiang, Guizhou, Tibet autonomous region, Hong Kong, Macao and Taiwan), the ratio of the employment ratio of the primary to the GDP share, the ratio of employment ratio to output proportion of SMEs and the ratio of the proportion of the employee to the proportion of GDP as a measure of urban-rural division, primary and secondary market segmentation and regional segmentation, using a two-way fixed model to carry out regression analysis, the results show that labor market segmentation has a significant inhibitory effect on the development of innovation, and from the whole country, the region segmentation is more prominent in the inhibition of innovation. Considering the large differences between China, the impact of labor market segmentation on innovation will have different effects in different regions. This paper divides the eastern western and central regions into a sample regression analysis. The results show that the role of regional factors is significant, and that the labor market regions segmentation in the eastern region have the greatest impact. In the central and western regions, the influence of primary and secondary labor market segmentation and labor market segmentation between urban and rural areas is more obvious.
