公共政策施行过程中执行主体的协同管理问题直接关系到政策执行效果和效率，这个主体由两个或两个以上组织构成时，组织管理的无缝隙协同就成为关键。无缝衔接政策是一项对刑满释放人员实行特殊社会保护和扶助的公共政策，有助于他们顺利回归社会。这项政策由监狱和地方司法所共同执行，这两个组织就结成了政策的共同执行主体。 本论文通过实证研究及理论分析揭示出，这个共同主体内部两个组织的协同管理水平，直接决定了政策执行的效果和效率；只有在组织结构功能互补、信息沟通顺畅和行动一致性保障三个方面齐头并进的情况下，这种水平的提升才能实现。在实践中，监狱与基层司法所因为在组织结构功能互补、信息沟通和行动一致性方面都存在着明显的不足，造成了政策执行主体本身的共同性明显不足，正是因为协同管理还没有达到必要的程度，所以，政策执行过程中出现了一些不协调现象，无缝衔接政策的执行效果和效率未达到既定目标。由两个组织结成的共同执行主体应该致力于共同性建设，最大限度地消除原有各自组织常态活动可能对共同执行活动带来的意外的或意料中的障碍。 为此，不但要确立协同管理理念，还要采取组织结构功能再造、信息沟通机制建设和行动协调强化等措施，来确保共同性的达成，当然，这种达成不是理论推演的结果，而是在政策执行活动中各组织之间协同管理水平不断上升的产物。

The effect and efficiency of implementing public policies mainly depends on the seamless cooperation among institutes which carry out them. The policy of seamless connection is a special public policy for the social protection of and aids to exconvicts, helping them smoothly return to the society. The policy is carried out by prisons and local offices of justice. Based on the empirical study and theoretical analysis, this paper tries to reveal that the effect and efficiency of implementing the policy of seamless connection mainly depends on the seamless cooperation between prisons and local offices of justice with the requisites of complementary functions, smooth information communication and action consistency which in fact are not satisfying. Thus, both prisons and local offices of justice need to improve seamless cooperation by removing or reducing the obstacles respectively caused by their own activities. Moreover, both prisons and local offices of justice need to establish collaborative management concept and take measures to improve organization functions, information communication and coordination mechanism so as to ensure better cooperation.
