党的十七大报告指出：“要坚持中国特色社会主义政治发展道路，坚持党的领导、人民当家作主和依法治国有机统一，坚持和完善人民代表大会制度、中国共产党领导的多党合作和政治协商制度、民族区域自治制度以及基层群众自治制度，不断推进社会主义政治制度自我完善和发展”。党的十七大首次把基层群众自治制度纳入中国特色社会主义民主政治制度的基本范畴。我国的基层群众自治制度是一种基层自治和民主管理制度。它存在于社会组织系统的最低层，是人民群众直接行使民主权利最广泛的实践和最有效的途径，是推进我国民主政治建设重要的制度选择，对于整个国家的政治发展和经济社会的全面进步产生了积极的影响。本文共分为五个部分：第一部分为导论部分，主要介绍学术界对于我国基层群众自治制度的研究现状，本文研究的主要问题与研究意义，并对基层群众自治制度的定义给予解释。基层群众自治制度，主要是在我国改革开放以后人民群众的民主实践中逐步发展起来的，是人民群众在中国共产党的领导下的伟大创造。本文的第二部分回顾和总结了我国基层群众自治制度产生发展的历史过程以及原因分析。第三部分论述了两个问题。第一个问题着重阐述基层群众自治制度的主要内容，即民主选举、民主管理、民主决策和民主监督的含义及其实践；第二个问题着重分析基层群众自治制度的主要特点，这就是在中国共产党的领导下，在法律许可的范围内进行自治；基层群众的自治范围广泛渗透于经济、政治、文化等社会生活的各方面，是社会主义民主最为广泛而深刻的实践，体现社会主义民主高度的人民性和广泛的参与性。第四部分从社会主义民主政治建设及政治体制改革等角度论述了坚持和发展基层群众自治制度的重要意义。基层群众自治制度是发展社会主义民主政治的基础性工程，是新时期党执政基础的客观要求，是我国推进政治体制改革的重要步骤。第五部分分析了目前我国基层群众自治制度存在的问题和面临的挑战，并提出了具体对策。

The grass-roots mass self-government system is put into the basic categories of democratic political system with Chinese characteristics in the 17th Party congress report for the first time. Chinese grass-roots mass self-government system is a grassroots self-government and democratic management system. It exists in the lowest level of social organization and is the most extensive and most effective way for people to exercise their democratic rights directly and it has a positive impact on the country's political development and economic progress of society.This paper is divided into five parts: Part I Introduction section introduces the current academic research situation of our grass-roots mass self-government system, the main issues and research significance of this paper and explains the definition of the grass-roots mass self-government system. The second part of this article reviews and summarizes the process and reason of the grass-roots mass self-government system developing in China .Part III discusses two issues. The first one focuses on the main contents of grass-roots mass self-government namely, such as democratic elections, democratic management and democratic decision-making and democratic supervision of meaning and practice. The second one focuses on features of grass-roots mass self-government .The fourth part discusses the importance of adhering to and developing the grass-roots mass self-government system from the angle of socialist democracy and political reforming. The fifth part analyzes the current problems and challenges of our grass-roots mass self-government system and proposes specific measures.
