人民公安被定义为维护国家安全稳定的暴力机关，在行政执法和刑事司法中起着维护社会稳定，保护公民合法权益，预防和打击犯罪的重要作用。自从建国以来，公安机关为维护国家的安全、社会的稳定做出了不可替代、不可磨灭的贡献。任何形式的政治统治，都在不同程度上依赖暴力或者说强制能力，国家强制能力的建设，指国家通过占有暴力资源、建设合法统治的强制机制维持其统治地位的能力。对暴力工具的合法垄断，被视为“国家理性”的重要内容，是现代国家对外维护主权尊严和领土完整、对内维持政治安全和社会秩序、保证人民各项权利落实的基本条件，也是保证国家发挥合理干预社会经济生活等一切重要国家职能的前提和基础。 现代国家强制能力的功能包括对外与对内两个方面，对外表现为利用军队维持其主权完整和国家安全，对内则突出表现为利用警察力量维持社会秩序和法律实施。与军队相比，警察的不同在于它提供了一种将国家权力延伸并渗透到社会基层的组织与方式，对于一般性社会治安和骚乱有着日常预防和稳定的作用，而这时军队无法做到的。警察的工作是危险的，每年都会有警察死在工作岗位上。虽然职业安全数据显示，警察并不是最危险的职业，但警察职业的危险性是以复杂的方式呈现的。警务工作中的危险与其他职业危险存在很大的不同。警务工作中的危险涉及犯罪分子的暴力，而其他职业的危险更多的是涉及意外事故。 然而在近几年，公安民警这个特殊的群体承载我国日益严峻的执法环境，公安民警执法权益频繁受到侵害外部执法环境恶化，公安民警自身作为高风险职业，每天面对高强度工作压力，福利待遇与工作强度不对等，社会负面舆论过多等诸多因素，造成公安民警对自身职业的荣誉感降低，进而影响整支队伍的士气和战斗力。因此，如何立足实际切实保障公安民警执法权益得到保障、职业权威性得到维护，已成为当前公安队伍管理亟待解决的一个重要问题。警察执法权益保障的缺失已然不容忽视。

Compared with the military, the difference of the police is that it provides an organization and method that extends and permeates the state’s power to the grassroots. It has a daily prevention and stability effect on general social security and riots. At this time, the military cannot do it. of. Police work is dangerous. Every year, police officers die at work. Although occupational safety data show that the police are not the most dangerous occupations, the dangers of the police profession are presented in a complicated manner. The dangers in policing work are very different from other occupational hazards. However, in recent years, this special group of public security policemen has carried the increasingly tough law enforcement environment in China. The law enforcement rights of police officers have been frequently violated. The external law enforcement environment has deteriorated. Inconsistent with the intensity of work, the negative public opinion and other factors, resulting in a decrease in the sense of honor of the public security police on their own profession, and then affect the morale and combat effectiveness of the entire team.
