为解决学前儿童“入园难”问题,国务院在2010年11月21日颁布的《国务院关于当前发展学前教育的若干意见》中,明确指出“发展学前教育,必须坚持公益性和普惠性”。随着国家和各地政府对普惠性民办幼儿园扶持政策的宣传和推行,以及市场竞争的多种因素,许多民办幼儿园加入到普惠行列中来,Y幼儿园就是其中之一。
作为北京市通州区第一批普惠性转型的民办园,Y幼儿园当前享受到了普惠政策带来的丰厚红利实现了满额招生,但是自身内部依然存在家长满意度不高、管理不当、教师流动大等多种问题。未来政策作用下,Y幼儿园将面临与周边更多的普惠园竞争生源市场。Y幼儿园如何在政策红利渐消的趋势下,继续保持满额招生,是其未来发展的关键。
本文研究主要采用文献法、访谈法、问卷调查法、观察法;对Y幼儿园普惠性转型前和转型后的发展进行研究,挖掘其普惠性转型的原因,以及普惠性转型后存在的问题;阐述全面质量管理理论产生与发展、概念、特点,以及该理论在教育领域的运用,同时分析实施全面质量管理有助于实现Y幼儿园的普惠性转型。本文同时为Y幼儿园构建全面质量管理路径,阐述以消费者为中心、全员参与、全过程管理、全要素管理、方法多样化五个方面,在Y幼儿园实施全面质量管理的具体措施;最后,提出了Y幼儿园实现普惠性转型的保障措施。
借助对Y幼儿园普惠性转型的研究,本文希望提供案例参考,一方面丰富当前学术界对普惠性民办幼儿园的研究,另一方面也帮助更多的普惠性民办幼儿园,在实现低价收费的同时,以全面质量管理的方法,提高教育质量,以消费者为中心,满足外部消费者,如幼儿、家长、政府、社会对高质量教育的需求,同时满足幼儿园内部消费者,如幼儿园全体教职员工对教育工作的要求,提升教师稳定性,真正做到低价且优质,实现未来可持续良性发展。

In order to solve the problems for preschool children entering kindergartens, the State Council promulgated the “Some Opinions of the State Council on the Current Development of Preschool Education” on November 21, 2010, which clearly pointed out that the development of preschool education must adhere to the principle of public welfare and inclusiveness. With the publicity and implementation of the supportive policies of the state and local governments for inclusive private kindergartens, as well as various factors of market competition, many private kindergartens have joined the group of inclusive private kindergartens, among which Y kindergarten is one of them.
As one of the first inclusive private kindergartens in Tongzhou district of Beijing, Y kindergarten currently enjoys the benefits brought by inclusive policies and realizes full enrollment. However, it still has problems such as low levels of parental satisfaction, improper management and high teacher turnover rate. Under the influence of inclusive policies, Y kindergarten will face sharp competition with more inclusive kindergartens in the source market. How to maintain the students’ full enrollment rate is the key to the future development for Y kindergarten.
This research mainly adopts the methods of literature, interview, questionnaire and observation. By studying the development of Y kindergarten, the author explores the reasons for its inclusive transition and the current problems it is facing. The author also explains the emergence and development, concept and characteristics of the Total Quality Management (TQM) theory and its application in the field of education. Meanwhile, the author analyzes why the implementation of Total Quality Management (TQM) helps to realize the inclusive transition in Y kindergarten. At the same time, this paper constructs the path of Total Quality Management (TQM) for Y kindergarten. In terms of consumer-centered, full participation, whole process management, all-factor management and variety of methods, the author explains how to realize the implementation of Total Quality Management (TQM) in Y kindergarten. Finally, the author provides supportive measures to realize inclusive transition in Y Kindergarten.
Through the study of Y kindergarten under inclusive transition, the author hopes to provide reference for case study; on one hand, enrich the current academic study of inclusive private kindergartens; on the other hand, help more inclusive private kindergartens while providing low charge, take advantage of Total Quality Management (TQM), and improve the quality of education. With a customer-centered?philosophy, it will satisfy external customers, such as children, parents, government, and society which have the demand for high quality education, and at the same time will satisfy the internal customers, such as all the teachers and staff, so as to improve teachers' stability, achieve the goal of low-cost and high-quality education, and realize sustainable and healthy development in the future.
