药品作为一种特殊商品，因其用途的广泛性、特殊性及必要性，一直是社会关注的焦点。近年来中国药品安全事件频发为社会敲响了警钟，进一步表明我国的药品安全环境并不乐观，居民在购买药品、服用药物、药品回收等方面都面临严峻挑战。一方面，我国医药行业信用管理体系建设发展滞后，药品安全监管体系也有待完善，影响药品市场的健康发展。另一方面，随着互联网和网络新媒体的迅速发展，美团送药、阿里大药房等线上购药渠道更加多元化，强势冲击了以医院、药店为主的线下药品购买渠道，加大了药品监管难度。如何在药品安全事件频发，药品安全问题屡禁不止的现实背景下，筑起药品安全防线，保护人民的生命健康，保障社会稳定与国家安全成为当代重要的民政工程之一。由于药品安全概念范围较大，包含药品研发、生产、流通、使用四个环节，本文结合研究目标只着重探讨药品使用层面的安全问题。

本研究以S协会统筹的深圳市某社区药品服务网建设工程项目（以下简称“药品安全项目”）为研究对象，采用参与式观察、深度访谈等方法收集和分析资料。首先，对药品安全项目的立项背景、团队结构、项目内容等方面进行研究。其次，从社会工作介入药品安全项目的制度环境、专业性、功能三方面开展优势分析。最后，探究社会工作介入药品安全项目的四大困境并提出相应的对策建议。在此基础上探讨社会工作介入药品安全服务领域的可行性和必要性，探索社工在加强药品安全项目建设，提升社区药品安全服务水平，保障社区居民用药安全方面的可行性路径。

As a special commodity, medicine has always been the focus of social attention because of its universality, particularity and necessity. In recent years, frequent drug safety incidents in China have sounded the alarm bell for the society, which further indicates that the drug safety environment in China is not optimistic, and residents face serious challenges in purchasing, taking and recovering drugs. On the one hand, China's pharmaceutical industry credit management system construction and development lag behind, drug safety supervision system also needs to be improved, affecting the healthy development of the drug market. On the other hand, with the rapid development of the Internet and network new media, online drug purchase channels such as Meituan drug delivery and Ali Drugstore become more diversified, which has a strong impact on offline drug purchase channels mainly dominated by hospitals and drugstores, and has increased the difficulty of drug supervision. How to build a defense line for drug safety, protect people's lives and health, and ensure social stability and national security has become one of the important civil affairs projects in the modern era under the background of frequent drug safety incidents and drug safety problems. Since the concept of drug safety has a wide scope, including four links of drug research and development, production, circulation and use, this paper only focuses on the safety issues at the level of drug use combined with the research objectives.

In this study, the construction project of Shenzhen Community Drug Service Network (hereinafter referred to as "Drug Safety Project") coordinated by S Association was taken as the research object, and methods such as participatory observation and in-depth interview were adopted to collect and analyze data. Firstly, the background of drug safety project, team structure, project content and other aspects were studied. Secondly, the advantages of social work involvement in drug safety projects are analyzed from three aspects: institutional environment, professionalism and functionality. Finally, four dilemmas of social work involvement in drug safety projects were explored and corresponding countermeasures were put forward. On this basis, the feasibility and necessity of social work in drug safety service field were discussed, and the feasible path of social work in strengthening the construction of drug safety project, improving the level of drug safety service in the community, and ensuring the drug safety of community residents was explored.
