电子政务绩效评估对于引导、规范电子政务建设具有现实意义,强调面向公众提供公共服务成为当前电子政务建设的核心内容。在现代电子政务绩效评估中,应该将政府公共服务作为评估的核心,推动以公众为主导的服务意识定位,实现社会管理和公共服务的公共管理目的。本文在借鉴平衡计分卡、顾客满意度和绩效参考模型的基础上,构建了公共服务棱柱评估模型,即以公共服务为核心,综合运用平衡计分卡、公共满意度和绩效参考模型评估方法,并有机结合服务战略、服务对象和服务过程的评估模型。公共服务棱柱评估模型最大的特色就是改变了政府内部自我封闭式评价的方式,将公共产品和公共服务的享用者——公众纳入绩效评价机制当中。公共服务棱柱评估模型实施过程的一个最重要的特征就在于它是一个“闭环”的循环系统。文章在公共服务棱柱评估模型基础上设计了以战略、公众满意和效益三个维度为关键指标的指标体系,采用了将战略、公众满意度非财务指标和成本效率指标相结合的方法,通过循环运转、层层递进把长期目标层层分解为短期目标并不断地评估和修正,使其达到最终提高绩效的目标。在公共服务棱柱评估模型构建过程及指标体系建立基础上,本文提出建立适合中国国情的个性化、多方位、深层次的电子政务绩效评估的措施保障。

The e-government performance evaluation has the practical significance in guiding and standardizating construction of e-government. In process of e-government performance evaluation, we should put public service as core of evaluation, push and locate service consciousness which take the public as the leadership, then achieve management goal of social management and the public and public service.In the foundation of balance-scorecard, the public satisfaction index and performance reference model, this paper has constructed the public service prism evaluation model. It takes the public service as the core, integrates three methods of balance-scorecard, the public satisfaction index and performance reference model, and organic combines service strategy, service object and service process. The most feature of the public service prism evaluation is the way that changes government self-enclosed type evaluation, and it puts public product and users of public service into the evaluation mechanism. The most important characteristic of the public service prism performance model is ‘the closed loop’ circulatory system in its implementation process. The paper designs the index system, it has three key index of strategy, public service index and efficiency on basic of the public service prism performance model. It has used the method which unifies the strategy, public satisfaction index and the cost-efficiency index. Through circulating and operating, progressing layer upon layer, decomposing the long-term objectives into the short-term goals and associating and revising these goals, the model enables to achieve the goal that enhance performance. In the foundation of constructing the public service prism evaluation model and the index system, this paper proposes some individational, the multi-position, the deep levels measures of performance evaluation that suit the condition of China.
