科技成果转化作为将科技研究成果转化为商品或者服务的过程，是促进科技创新和经济社会发展的重要内容。邢台市作为河北省最古老的城市之一，近年来虽在着力推动科技成果的转化，但仍存在诸多制约因素，效果不佳。当前以邢台市为研究对象的理论研究比较匮乏，本文以邢台市为实例展开对其科技成果转化相关政策文本的问题研究，并提出优化路径。

本文在搜集并筛选出2016年-2023年间邢台市现行有效的科技成果转化相关政策后，主要利用内容分析法，围绕“邢台市科技成果转化相关政策文本存在何不足？”这一问题，首先，借助质性分析软件Nvivo12对政策条款进行编码；接着，从政策工具、创新价值链以及政策效力三个方面的数据呈现对结果进行了深入分析；然后，就各方面之间进行了交叉研究，通过两两方面的数据整合比对，理清存在问题及需要优化的重点；最后，运用相关机制和理论发掘问题背后的原因。

本研究得到的结论如下：（1）邢台市现行有效的科技成果转化政策发布主体主要为市政府及其办公室和市科技局，部门间协同互补性低，应强化市科技局“头雁”作用，完善工作小组的协同联动机制，针对各环节、各主体出台精细配套措施。（2）邢台市科技成果转化政策使用政策工具不平衡，需要继续用好供给型政策工具，注重环境型政策工具的塑造作用，并着力提高需求型政策工具使用率。（3）邢台市在生产试验环节政策支持不足，政策效力欠缺且稳定性不够，应持续做好政策调研并及时更新，推进创新价值链各环节阶段的政策衔接，出台地方性法规条例，增强对关键领域的政策支持。（4）邢台市当前应着眼于学习先进地区的经验，并加强交流合作来促进科技成果转化。本研究对解决其他情况相似地区科技成果转化实际问题提供了实证支持，并具有一定借鉴意义。

The process of transforming scientific and technological achievements into goods or services is an important factor in promoting scientific and technological innovation as well as economic and social development.Xingtai, one of the oldest cities in Hebei province, has been trying to contribute to technological change in recent years, but with poor results and many restrictions.At present, there is a lack of theoretical research with Xingtai as the research object. This document aims to use Xingtai as a case study to explore pertinent policy documents on the evolution of scientific and technological accomplishments, proposing a route for optimization.

Following the aggregation and evaluation of existing and successful strategies for altering scientific and technological progress in Xingtai City between 2016 and 2023, this document primarily employs content analysis to examine  "What deficiencies exist in the pertinent policy documents concerning the scientific and technological advancements transformation in Xingtai City?" Addressing this issue, the initial step involves utilizing the qualitative analysis tool Nvivo12 for the encoding of policy terms. Then, the results are analyzed from three aspects: policy tools, innovation value chain and policy effectiveness. Then, cross-research is carried out between all aspects, through the integration and comparison of data in two aspects, to clarify the existing problems and the key points that need to be optimized; Finally, use the relevant mechanism and theory to explore the reasons behind the problem.

The conclusions of this study are as follows: (1) Presently, the municipal government and its office, along with the Municipal Science and Technology Bureau, are primarily responsible for formulating policies to transform scientific and technological advancements in Xingtai City, exhibiting minimal interdepartmental collaboration and synergy.Therefore,the role of the Municipal Science and Technology Bureau as the "head goose" should be strengthened, the collaborative linkage mechanism of the working group should be improved, and detailed supporting measures should be introduced for each link and subject. (2) The structural imbalance of Xingtai's scientific and technological achievements transformation policy and application policy tools requires strengthening the shaping function of environmental policy tools while ensuring the use of supply-oriented policy tools, and improving the pulling effect of demand-oriented policy tools. (3) Xingtai City has insufficient policy support in the production test link, with insufficient policy effectiveness and stability. It should continue to conduct policy research and timely updates, promote policy cohesion in all stages of the innovation value chain, issue local laws and regulations, and enhance policy support in key areas. (4) Currently, Xingtai City ought to concentrate on acquiring knowledge in sophisticated fields and enhance partnerships and collaborations to foster the evolution of scientific and technological accomplishments.This study provides empirical support for solving the practical problems of scientific and technological achievements transformation in other regions with similar situations and has certain reference significance.
