当前，我国电力市场普遍过剩，在推行“一带一路”政策提升境外直接投资的倡议下，各大电力企业都在积极制定新一轮对外开放的方向，电力需求较大的东盟国家成为我国电力企业海外扩张的重要市场。但是机遇伴随着风险与挑战，由于东盟各国的投资实力较差、社会人文环境复杂、地缘政治动荡不断，再加上电力项目的投资金额高、工程规模大、建设周期长、环境和资源依赖性强等特点，给我国电力行业的海外项目增加了更多的风险。

因此，本文选取了D公司的缅甸太平江水电站项目和H公司的印尼玻雅火电站项目作为典型案例，综合运用案例分析法、二手资料分析法和半结构化访谈法，在分析电力项目海外投资特点的基础上，结合公共风险管理理论和深入的案例分析，对于电力项目海外投资的风险因素进行识别、评估，制定可行性高的风险应对措施，以此研究出适合于东盟国家的行之有效的公共风险管理体系。

本文为我国电力行业公共风险管理综合框架的理论与实践相结合提供了参考，对于电力行业“走出去”尤为重要。

At present, our country's electricity market is generally oversupplied. Under the initiative of implementing the B&R policy to increase foreign direct investment, major power companies are actively formulating the direction of a new round of opening up. ASEAN countries with large power demand have become our country's power companies’s important market for overseas expansion. However, opportunities are accompanied by risks and challenges. Due to the poor investment strength of ASEAN countries, complex social and cultural environment, continuous geopolitical turbulence, coupled with the high investment amount of power projects, large project scale, long construction period, strong environmental and resource dependence and other characteristics have added more risks to overseas projects in our country's power industry.

Therefore, this paper selects the Myanmar Taiping River hydropower station project of D company and the Indonesian Boya thermal power station project of H company as typical cases, and comprehensively uses the case analysis method, secondary data analysis method and semi-structured interview method to analyze the characteristics of overseas investment in power projects, on the basis of the public risk management theory and in-depth case analysis, identify and evaluate the risk factors of overseas investment in power projects, and formulate high-feasible risk response measures, so as to study effective solutions suitable for ASEAN countries.

This paper provides a reference for the combination of theory and practicability of the comprehensive framework of public risk management in our country's electric power industry, which is particularly important for the "going out" of the electric power industry.
