百强县评比结果作为我国县域经济发展情况的考量标准，已经具备非常重要的地位。本研究意在通过将辽阳县的县域经济发展指标与百强县进行对比和预测，分析辽阳县建设百强县的可能性；借鉴百强县的相关经验和自身发展情况，提出辽阳县县域经济发展的对策和措施。与其他县域经济评价体系不同，百强县的评价以指标多，综合性强著称。百强县的评价结果权威，具有较强的参考性。对辽阳县的县域经济发展情况进行SWOT分析，明确县域经济发展的优势、劣势、机遇及挑战，从定性层面对辽阳县经济发展有个初步认识；从辽阳县县域经济的基本情况出发，对各项指标进行考察、对比和预测，定量判断辽阳县建设百强县的可行性。提炼百强县发展的主要模式，回顾辽阳县经济发展战略；从三次产业的发展和布局、主导产业及产业链建设以及城镇建设及重大项目策划等方面探索辽阳县建设百强县的路径和对策，最后对辽阳县建设百强县的可能性和途径进行总结。研究得到的主要结论是：辽阳县具有建设百强县的可能性，未来要扩大经济规模、提高经济发展水平、增加第三产业在经济结构中的比重，增加二产和三产的就业人口、提高政府宏观调控的能力，刺激居民消费、增加各种投资的力度。现阶段辽阳县可以通过鼓励民营经济发展，扩大经济规模；调整产业结构，协调三次产业发展；增加投资、刺激消费、扩大出口，增强发展动力；改善城镇环境，提高县域吸引力；与周边区域合作，参与区域竞争等途径，向建设百强县的目标靠拢。

The result of the evaluation of the top 100 counties in China as a standard about county development has become very meaningful. The research aims at comparing the economic development indexes of Liaoyang County with the top 100 counties and analyzing the possibility of Liaoyang County to build into one of the top 100 counties; Taking the experience of the top 100 counties as examples and considering its own development situation, the strategy and measures are proposed.Different from other county economy evaluation system, the evaluation of the top 100 counties is famous for its abundant indexes and integrity. The result of the evaluation of the top 100 counties is authoritative.SWOT analysis is used to get a preliminary acquaintance of Liaoyang County qualitatively; possibility of Liaoyang to build into one of the top 100 counties is discussed based on the investigation, comparison and forecast quantitatively. Main patterns of development of the top 100 are abstracted and development strategies of Liaoyang are reviewed; the ways and strategies to build Liaoyang into the top 100 are discussed from the aspects of Industry development and layout, leading industry and industry chain’s building up, construction of towns and major projects. Conclusion is made in the end.The main conclusions are:Liaoyang has the possibility to build the top 100, however, expanding the economy of scale, raising the level of economic development, improving the percentage of tertiary industry, increasing the employed population in secondary industry and tertiary industry, stimulating consumption and increasing investment are needed.At present stage, Liaoyang County could go into action by encouraging the development of private economy and expanding the scale of the economy; Adjusting the industrial structure and coordinate development of three industries; increasing investment and stimulating consumption and expanding export to improve development; improving the environment of towns to make the county more attractive; taking part in the collaboration and competition among perimeter zones.
