随着当前经济国际化的深入发展,经济分工不断精细,供应链在企业之间的竞争中的作用愈加凸显。关于企业的社会责任也不再局限于针对个体进行研究,而是拓展到对供应链中的研究。学界和企业界都提出供应链各个节点企业的社会责任履行有助于促进供应链的长远发展。
从供应链的网络构成来看,每个企业承担的社会责任状况均关联着供应链的整体利益。近年来三鹿的毒奶粉,现代汽车的锦湖轮胎掺假,苹果的工人“正己烷”中毒等事件,都让知名企业的品牌受损。调查表明主要问题是供应商们为了追求利润不惜提供危害人们身体健康和安全的原料和产品。究其背后的原因是供应商们社会责任的缺失。处于供应链上游的供应商尤其是中小企业离消费者较远,受舆论的关注度不高,加之本身力量相对薄弱,所以对社会责任的理解较浅显,履行意愿也较低。在这种现实情境下,为了保证整个供应链的协同治理和可持续发展,越来越多的采购方选择主动参与和管理供应商的社会责任。
本文采用案例研究的方法,选取了工业行业的采购方A公司为研究对象,以动态视角描述了A公司对供应商HL进行社会责任审核并帮助其改进的过程。这其中经历了现场审核,改进初期,僵持博弈到最后共同改进的几个阶段。探究采购方采取了哪些其实有效的策略,这些策略又是如何在这几个阶段中交互作用的,这其中的机理合在。
从最终结果可以看出,A公司采取的策略是富有成效的。究其原因是因为采购方策略的核心是帮助供应商树立持续发展的理念和自发履行社会责任的意识,并且保证了供应商得到了实在的利益,摒弃改进社会责任就是需要多花费成本的概念。这样发挥了供应商的主观能动性,实现实质性的社会责任改进而不是为了商业目的的“伪合作”。
同时文章也表明除了采购方从供应链的内部压力促进供应商社会责任的改进以外,从宏观环境来看,政府也应通过政策和出台法规来引导约束企业承担社会责任

At present, the supply chain plays a key role in the competition between enterprises with Economic internationalization growing and the division of labor is becoming more refined。And this has been highly valued by the community. Therefore, corporate social responsibility is no longer limited to individual research, but to research in the supply chain. Scholars have also proposed that practicing social responsibility in supply chain can promote its long-term development, which has been recognized by enterprises.
From the network structure of the supply chain, the social responsibility of each enterprise is related to the overall interests of the supply chain. In recent years, Sanlu's tainted milk powder, Hyundai's adulterated Kumho tires and apple workers' n-hexane poisoning have damaged the brands of well-known enterprises. According to the survey, the main problem is that the suppliers of these brands are willing to provide raw materials and products that endanger people's health and safety in order to pursue profits. The root cause is the lack of social responsibility of suppliers. As suppliers in the upstream of the supply chain, especially small and medium-sized suppliers, they are far away from consumers, receive little attention from public opinion, and are relatively weak in power. Therefore, they have a relatively simple understanding of social responsibility and are not willing to fulfill their social responsibility. In this realistic context, in order to ensure the collaborative governance and sustainable development of the entire supply chain, more and more purchasers choose to actively participate in and manage the social responsibility of suppliers.
This paper adopts the method of case study and selects A company as the research object. It describes the process of A company's social responsibility audit of supplier HL and help HL improve from a dynamic perspective. Explore the effective strategies adopted by purchasers to promote suppliers to fulfill their social responsibilities.
In this process, HL has experienced the concept of accepting social responsibility from the pre-review, to the initial conflict when it does not see the immediate interests, to the stalemate game when it comes to greater cost, and finally to continue to improve until it reaches the corporate social responsibility of Company A. The paper analyzes the strategies adopted by Company A, and how these strategies interact in these phases. As can be seen from the final result, the strategy adopted by Company A is fruitful.
The research find that why the strategy of A company can be practical and effective help suppliers to perform social responsibility, because the core of the purchasing strategy is to help suppliers to set up the concept of sustainable development and spontaneous to fulfill social responsibility consciousness, and to ensure that the interests of suppliers saw it, abandon the improvement of the concept of social responsibility is the need to spend more cost. Only in this way can the subjective initiative of suppliers be brought into play and substantial social responsibility improvement be achieved instead of "pseudo-cooperation" for commercial purposes.
At the same time, the paper also shows that in addition to the internal pressure of the supply chain from the purchaser to promote the improvement of suppliers’ responsibility. The government can guide and restrain the supply chain members to undertake their social responsibility through the introduction of policies and laws from the perspective of the macro environment.
