英汉新闻编译，能够帮助汉语背景读者了解世界发生的时事和大事。编译新闻时，摘取和调序是重要的操作要领。在人民日报海外网的项目中，笔者未能正确和熟练应用摘取和调序，在一定程度上影响了翻译质量，成为了本项目的难点。对此，本报告以“人民日报海外网”英汉新闻编译项目为基础，结合理论分析，描述摘取和调序的定义、特征和困难，根据“策略-方法-技巧”的逻辑总结出了相应的解决方案。

解决方案为：（1）翻译策略——文化翻译观，即英汉新闻编译时，译员应在保留新闻事实和新闻价值的基础上改变语言层面和语义层面的内容，使中文读者能够清楚了解英文新闻作者所表达的意思；（2）翻译方法——摘取的“有舍有得”、调序（特指倒金字塔结构）的“从高到低”，前者的呈现是保留新闻事实并删掉部分描写和议论，后者的体现是从译文的开头到结尾，内容的新闻价值依次递减；（3）翻译技巧——针对摘取的“压”、“删”以及针对调序的“判断事件时间先后”、“判断事件发生逻辑”和“合并过短内容”。

The translation and edition of English news into Chinese, can help Chinese readers know global events and situations timely. When translators translate and edit news, extraction and rearrangement are taken as the significant means. In the Haiwainet’s project, the author cannot use extraction and rearrangement properly and expertly, which has influenced the translation quality negatively to some extent. Therefore, this is the difficulty of the whole project. To tackle the problem, this report, based on all the translation of the project and related theories, defines “extraction”and “rearrangement”, describes the features, and explains why they are tough tasks. In the meanwhile, the author finds the solution composed of the translation strategy, the translation methods and the translation techniques. 

The solution is as following. (1) The translation strategy is Cultural Translation put forward by Susan Bassnett. According to the theory, translators should assist Chinese readers in understanding the meaning of original English passages through editing contents on the ground that major information and value of news are kept. (2) The translation methods are to extract true and useful elements from English news by throwing off redundant reviews and details, and to rearrange extracted information in translation from high news value to low news value (especially for the inverted pyramid style). (3) As for the translation techniques, extraction refers to “deletion”and “compression”, while rearrangement means “arranging contents in chronological order”, “arranging contents in logical order”and “placing short sentences one by one”.
