近年来，我国在经济社会持续快速发展的同时，环境问题呈现出前所未有的复杂性，并越来越成为制约经济和社会发展的不利因素，同时人民群众对环境的关注度也日益提高。环境行政执法作为环境监管、治理的重要手段，是环境保护部门执行环保任务最主要途径。目前我国环境行政执法状况不容乐观，特别是基层环保执法部门存在如管理手段上缺位与越位、趋利化严重、监管程序不严谨、队伍建设落后等诸多问题。如何强化环境行政执法，如何提高环境行政执法工作的有效性成为一个亟待解决的问题。本文从我国环境行政执法的现状入手，围绕目前我国环境行政执法存在的问题，并对问题产生的原因进行理性思考，借鉴管理学相关理论，同时借鉴国内外环境行政执法的成功经验，并以胶州市环境执法模式作为个案进行研究，提出一系列解决我国环境行政执法问题的对策。

In recent years, China’s has gained rapid economic and social development with environmental issues showing unprecedented complexity. It has become an unfavorable factor constraining economic and social development, while attracting increasing attention of the whole society. As an important means of environmental governance, environmental administrative enforcement is the most important way to enforce environmental protection task. The current status of environmental administrative enforcement is not optimistic, especially in the Omission and offside existing in management, serious benefit-oriented problem, non-rigorous regulatory process, team building and many other issues. How to strengthen environmental law enforcement and improve the effectiveness has become a serious problem.Based on the analysis of basic theory of environmental administrative enforcement, the thesis researches on the status quo and current problem of China’s environmental administrative enforcement, analyzes the causes of the problem, drawing on Management theory, successful experience of foreign environmental administrative enforcement and Jiaozhou environmental enforcement mode as a case study, and gives a series of countermeasures to solve the environmental administrative enforcement problems.
