随着社会的发展，社区化进程也不断加快，人们在享受现代文明的同时，也不断受到各种灾害事故和意外伤害的威胁。安全是人类最基本的需要，社区作为社会的细胞，是承受突发事件的主体，在缓和社会矛盾、维护社会稳定等方面发挥着越来越重要的作用。但是目前我国社区建设的整体水平还较低，特别是社区安全方面更是亟待提高。安全社区为我国社区建设提供给一种路径上的创新。 安全社区的建设是一项长期、持续改进的系统工程，需要不断加强社区网络之间的合作与交流，吸取成功经验，促进社区的发展。本文论述了安全社区的概念、世界卫生组织安全社区认可的标准以及安全社区的发展历程、在全球的实践，以安全社区实践取得的成效来验证安全社区建设的必要性。文章进而论述安全社区在我国的实践情况、取得的成效，分析存在的问题。 通过对济南市槐荫区青年公园街道社区的实地考察，文章从创建背景、创建思路、创建方式、创建程序、创建推进体系、安全促进项目等方面对青年公园街道社区进行实证分析，论述青年公园安全社区在交通安全、消防安全、居家安全、环境及减灾防灾安全、生产安全、社会治安及特殊人群等方面的具体做法。通过文献查阅，总结青年公园安全社区取得的成效，进而证明安全社区的有效性。通过对青年公园安全社区的分析和经验总结，为其他安全社区建设提供对策建议和案例参考。

With the development of society, the community-based process continues to accelerate. People are constantly threatened by a variety of disasters and injuries, while enjoying modern civilization. Security is one of the most basic needs. As a cell of society, community is the place where public emergencies often occur. It plays an increasingly important role in easing social conflicts and maintaining social stability. However, the level of the construction of community in China is low, especially in security community. Safe community provides an innovative way for our community building. Safe community construction is a long-term, continuous improvement project. It needs to strengthen cooperation and exchanges between the community network and learn successful experience. This paper discusses the concept of Safe Community, standards of Safe Community and the practice of Safe Community in the world. It verifies the necessity of safe community construction by the results of safe community practice in the world. Then this paper discusses the practice and achievements of safe community in China and analyzes the existing problems. Though the field trip in Youth Park Safe Community, the present paper is attempt to analyzes Youth Park Safe Community empirically by its creating background, ideas, creating program, the system of creating propulsion and safe programs. This article also presents the practices of Youth Park Safe Community in traffic, fire, home, environment and disaster reduction and prevention, production, social security and special populations. And though analyzing and summarizing the experience of the Youth Park Safe Community, the paper is an attempt to provide advice and case for other safe community.
