随着科学技术的快速发展，现代测绘地理信息技术体系逐步向信息化方向发展，同时伴随我国经济社会改革进程的加快，测绘地理信息服务需求更加旺盛。事业单位改革也逐步进入“深水区”，国家测绘地理信息事业单位作为提供基础性、公益性测绘地理信息服务的主体，其改革必须要顺应中央分类推进事业单位改革的总体要求。对重构适应上述三方面要求的国家测绘地理信息事业单位组织机构进行研究，不仅对探索测绘地理信息事业单位改革目标和路径具有现实的指导意义，而且对于探索重新构建测绘地理信息事业单位组织机构具有一定的参考价值。 本文介绍了国家测绘地理信息事业单位组织机构变化历程和现状，提出了存在的职能定位和职责划分、服务能力和水平、人事管理和经费、地域布局和机构编制等四个方面的问题，以及与信息化测绘发展要求、内外业一体化发展趋势、国家经济社会发展需求、地理国情监测发展方向等四个方面的不相适应性，分析了存在问题及不适应性的成因；围绕信息化测绘地理信息技术体系变革要求、日益增长公益性地理信息公共服务需求和分类推进事业单位改革要求，运用组织再造理论系统论述了国家测绘地理信息事业单位组织机构的职能再造和其支撑机构需求。在上述系统分析的基础上，结合当前事业单位分类改革要求对重构国家测绘地理信息事业单位组织机构提出具体的对策：重构国家测绘地理信息事业单位组织机构、重构国家测绘地理信息事业单位配套管理体制。

With the rapid progress of science and technology, modern surveying, mapping and geoinformation technology system become information-based gradually; meanwhile, with the rapid pace of China’s economic and social reform, demands on surveying, mapping and geoinformation service are flourishing. The reform of public institutions stepped to the “profundal zone” gradually. Public institutions in surveying, mapping and geoinformation field, which provide fundamental, public-beneficial geoinforamtion service, have to reform according to the general rules of function-based reform of public institutions by the central government. A study on restructuring surveying, mapping and geoinformation public institutions abide by the above-said 3 principles, will not only serves as a practical guidance on finding out target and method of reforms in these public institutions, but also can be reference of exploring organizational restructuring in these public institutions.This paper introduces the history of organizational change and present situation of China’s surveying, mapping and geoinformation public institutions, points out problems in 4 aspects: functions and responsibilities, servicing ability and standard, personnel administration and budget, geographic location as well as organizations and authorized staff number. The paper also points out 4 unconformities with the requirement of information-based surveying and mapping, tendency of integration of office and field work, demands of national economic and social development, development of National Geographic Conditions Monitoring and Analysis Project, and analyses out the existing problems and the reasons of these unconformities. this paper, in accordance with the requirements of technical system reform in geomatics field, increasing demands on public geoinformation service and function-based reform of public institutions, adopting Business Process Reengineering (BPR) theory, discusses responsibilities reinforcing and demands of supporting organization of China’s surveying, mapping and geoinformation public institutions. At the bases of systematic analysis, considering requirements of prevailing function-based reform of public institutions, the following ideas of restructuring China’s surveying, mapping and geoinformation public institutions can be derived: restructuring the organization of China’s surveying, mapping and geoinformation public institutions, restructuring backup administrative system of China’s surveying, mapping and geoinformation public institutions.
