我国民主党派组织成员中有大量国家公职人员。在中国特色社会主义民主政治制度下,这一特殊群体在国家经济社会发展和公共组织建设中扮演着十分重要的角色,其对所在组织内、外积极建言,服务国家经济社会高质量发展,对提升公共组织机构良性运行均具有十分重要的意义。过往研究显示,政治氛围大多数情况下作为消极组织氛围,对组织成员参与组织活动的热情有负面影响。建言献策是组织和单位良性发展的重要动力。在党政机关和公共组织内部,组织政治氛围显著影响成员的心理安全感、个人建言行为的积极性和质量。此前本领域的研究主要聚焦在民间企业和组织,而针对我国公共组织机构及公职人员的研究相对较少,针对民主党派公职人员的更为稀少,考虑到这一群体的特殊性及其在国家治理中起到的关键作用,开展专门提升这一群体建言行为的研究十分重要。

本研究以北京、浙江、吉林、广东等地民主党派公职人员为对象,通过分段式问卷调查,共回收有效调查问卷582份。研究基于社会认知理论和社会交换理论,将组织政治氛围定为自变量,建言行为定为因变量,并引入心理安全作为中介变量,政治技能和建言角色认知作为调节变量。本研究旨在通过探索组织政治氛围对民主党派公职人员建言行为的影响机制,研究如何有效提升民主党派公职人员的建言信心和积极性。研究通过描述性统计分析、差异性分析、相关性分析、SEM结构方程模型检验、回归分析等,综合统计分析结果及半结构化访谈,得出如下结论:(1)组织政治氛围负向影响心理安全;(2)心理安全正向促进建言行为;(3)组织政治氛围负向作用于建言行为;(4)心理安全在组织政治氛围与建言行为间起部分中介作用;(5)政治技能和建言角色认知调节上述作用过程。此外,人口学统计因素在组织政治氛围、建言行为、心理安全、政治技能和建言角色认知之间表现出差异性。该研究不仅深化了组织政治氛围及建言行为影响的研究,而且拓宽了相互作用机制的研究视野,为未来对民主党派公职人员组织行为的研究提供了新的视角和参考。基于本文研究成果,从组织和个人等层面提出降低组织政治氛围影响,促进民主党派公职人员建言行为的对策建议。

A large number of national public officials are members of China's democratic party organizations. Under the democratic political system of socialism with Chinese characteristics, this special group plays a very important role in the country's economic and social development and the construction of public organizations, and its positive advice to their organizations, both inside and outside, serve the country's economic and social development of high quality, and enhances the benign operation of the public organizations' institutions are all of great significance. Previous studies have shown that the organizational political climate, is mostly a negative organizational climate, which hurts the enthusiasm of organizational members to participate in organizational activities. Advice is an important motivation for the benign development of organizations and units. Within party and public organizations, organizational political climate significantly affects members' sense of psychological safety and the motivation and quality of individual voice behavior. Previous research in this area has focused mainly on private enterprises and organizations, while relatively few studies have been conducted on public organizations and public officials in China, and even fewer on public officials of democratic parties. Considering the specificity of this group and its key role in national governance, it is important to conduct research specifically aimed at enhancing the voice behavior of this group.

This study targets public officials of democratic parties in Beijing, Zhejiang, Jilin, and Guangdong, and collects a total of 582 valid questionnaires through segmented questionnaires. Based on social cognitive theory and social exchange theory, the study identified organizational political climate as the independent variable, voice behavior as the dependent variable, and introduced psychological safety as the mediating variable, and political skills and voice role perception as the moderating variables. The purpose of this study is to investigate how to effectively enhance the confidence and motivation of democratic party public officials in advising by exploring the mechanism of organizational political climate's influence on their voice behaviors. Through the descriptive statistical analysis, difference analysis, correlation analysis, SEM structural equation modeling test, and regression analysis, the study synthesizes the results of statistical analysis and semi-structured interviews to draw the following conclusions: (1) organizational political climate negatively affects psychological safety; (2) psychological safety positively promotes voice behavior; (3) organizational political climate negatively affects voice behavior; and (4) psychological safety in the organizational political climate and voice behavior; (5) political skills and voice role perception moderated these processes. In addition, demographic factors showed differences between organizational political climate, voice behavior, psychological safety, political skills, and voice role perception. This study not only deepens the research on the influence of organizational political climate and voice behavior but also broadens the research horizons of the interaction mechanism, which provides new perspectives and references for future research on the organizational behavior of public officials in democratic parties. Based on the research results of this paper, countermeasure suggestions to reduce the influence of organizational political climate and promote the voice behavior of public officials of democratic parties are proposed at the organizational and individual levels.
