县级以下基层公务员是中国公务员队伍的主体。近年来,中央到地方持续加大政府管理转型和作风转变,社会舆论也高度关注基层公务员队伍中出现的种种新问题、新情况。本文通过对县级以下基层公务员工作满意度及其效应的实证研究,反映了当前及今后一段时间,基层公务员的所思所想、他们的担忧和期盼,揭示了可能引发队伍偏向的苗头性问题。本文以笔者所在地区的县级以下行政执法部门、市镇两级政府公务员为调研对象,在文献理论研究的基础上,编制工作满意度量表,涵盖了工作满意度、工作投入、离职倾向三个方面的测量。调研共发放350份问卷,回收307份有效问卷,运用事后多重比较法(LSD),分别对工作满意度进行了人口学变量上的差异分析,并将工作满意度及各维度与工作投入、离职倾向进行相关分析和回归分析。本文研究结论得出:1.基层公务员工作满意度情况处于中等偏上的水平,但外在满意度水平相对较低,且波动比较大。公务员的总体满意度判断更倾向于以工作的外部要素满意为准,而内部满意度对公务员工作投入的影响程度更大。2.基层公务员对本职工作的服务性和正义性满足度最高。这两方面对工作满意度的贡献也最大。反映出工作的“务实”性,如直接管理和服务老百姓,让基层公务员得到较高的满足感。3.基层公务员对升迁、薪酬、工作负荷满意度最低,证明需从激励因素和人岗匹配上加以提升。4.基层公务员群体整体离职倾向比较低,但工作投入度水平为中等,且稳定性不足。5.基层公务员工作满意度在人口统计学变量的相关维度上分别呈现出女性大于男性、未婚高于已婚、年轻高于年长、高学历高于低学历、中层高于两端、工作负荷类别差异大等特性。6.工作满意度对工作投入有显著的正效应,工作满意度与离职倾向为负相关。最后,本文结合实证分析结果,就如何提升基层公务员工作满意度,建立科学的人力资源管理体系,有的放矢推进公务员制度改革提出了建议。

Grass-roots civil servants worked for the country-level city is the main role of Civil Service in China. Recently, both the central and local government has gradually changed the management style and be open-minded. Meanwhile , the public media has high concern in the various situation of grass-roots servant. All those leading to the new changes in both mind and action of those servants.This article studies the job satisfaction level and its response effect of grass-roots servants, describes what they are worrying and expecting, shows the most probable problem of the team.This article chooses the civil servants from local administrative legal enforcement and country-town government as research object, prepares the job satisfactory scale on the base of theoretical research, covers the job satisfaction, job involvement, turnover intention three aspects of the measurement. The research provides 350 questionnaires and collects 307 effective questionnaires,using multiple comparison method (LSD), respectively, the research analyzed the job satisfaction in the differences of demographic variables. The research also does the correlation between job involvement, job satisfaction and turnover intention correlation in regression analysis.Through the analysis we could find following results:1.Job satisfaction of civil servants at the grass-roots level is in the average level, but the external satisfaction level is relatively low, and the fluctuation is large. Civil servant's overall satisfaction judgment is more inclined to the external elements, while the internal satisfaction degree has more influence on job involvement.2.Grass-roots civil servants satisfy the most for the service and justice of their own work. Meanwhile, those two aspects contribute the most for the work satisfaction, which reflect the work pragmatism. For example, the administration and service of the common people directly make the grass-roots civil servants get high satisfaction.3.Satisfactory on promotion, salary and workload is the lowest, which improves we need to upgrade both incentives and people-post match level.4.The Turnover intention is low, but the level of job involvement degree is in the medium, and lacks of stability.5.The job satisfactory degree has the following features on the relevant dimensions of demographic variable: female higher than male, unmarried higher than married, young higher than old, high educated higher than low educated, meddle level higher than ends, large differences on workload category.6.The job satisfactory has obvious positive effect on job involvement and is negatively correlated with turnover intention.The article gives suggestions for the improvement of grass-roots civil servants job satisfactory, the establishment of scientific human resource management system and the targeted revolution of servant system.
