随着社会的不断发展,义务教育期间学生面临更多的升学压力,导致学生承受沉重的作业负担和校外培训负担,家庭也需要承担更多的经济压力。在此背景下,国家不断出台各项政策和文件进一步减轻义务教育期间学生的作业和校外培训负担,大力推行中小学课后服务。本文在此背景下,研究目前北京海淀区学校小学课后体育服务开展的现状以及发现实施过程中存在的各种各样的问题,不断探索课后体育服务的发展路径,为小学课后体育服务在实施过程中提供一定建议和依据,同时也为体育强国的建设夯实基础。本文采用文献资料法、问卷调查法、专家访谈法、数理统计法与逻辑分析法等研究方法,本研究在双减背景下以北京市海淀区小学课后体育服务发展现状为研究对象。

研究发现:(1)调查的7所学校课后体育服务,开展情况良好,资金主要以政府补助金为主渠道,以市--学校三级管理模式为主,活动项目多以大众项目为主,一些项目受限于场地、器材的无法大力开展。(2)课后体育服务项目缺少多样性,多采用兴趣班和社团的形式展开体育活动。(3)校内外教师在教龄、职称等方面和自身综合素质参差不齐,无法满足学生对不同课后体育服务需求。

根据调查分析情况,提出相关建议:(1)增加与吸引资金的来源,与企业、高校、政府部门合作,从中吸引人才和资金,从而转变由政府补助单一的的资金形式。(2)通过吸引资金,加大对场地、器材的购买、维护以及更新换代,建立场地、器材维护制度,定期进行维修和更新换代。(3)提高学校领导和任课教师的思想重视程度,加强教师队伍的监督管理与考核。(4)以学生为服务中心,调查了解学生的兴趣与需求,从而开展不同多样化服务项目。(5)引进高校优质人力资源,同时与高校建立实践教育基地,高校提供专业人才,学校提供实践教育机会,两者合作互惠互利。

外文摘要:

With the continuous development of society, students in compulsory education are faced with more pressure to enter higher education, resulting in heavy homework burden and off-campus training burden for students, and families also need to bear more economic pressure. In this context, the state has continuously issued various policies and documents to further reduce students' homework and off-campus training burden during compulsory education, and vigorously promote after-school services in primary and secondary schools. Based on this background, the research is conducted by the Beijing haidian district elementary school after-school sports service status and find all sorts of problems that exist in the implementation process, and continuously explore the development path of after-class sports services, in the implementation of the after-school sports service for the primary school provide some Suggestions and basis, as well as the foundation for the construction of sports power. This paper adopts the methods of literature review, questionnaire survey, expert interview, mathematical statistics and logical analysis. Under the background of "double reduction", this study takes the development status of after-school sports services in primary schools in Haidian District, Beijing as the research object.

The findings are as follows :(1) the after-school sports services in the seven schools are well developed. The funds are mainly funded by government subsidies, and the city-district-school three-level management mode is the main mode. Most of the activities are public projects, and some projects cannot be vigorously carried out due to the limited space and equipment. (2) After-school sports service projects lack diversity, and sports activities are mostly carried out in the form of interest classes and associations. (3) Teachers in and out of school are uneven in terms of teaching experience, professional title and their own comprehensive quality, which makes them unable to meet students' demands for different after-school sports services.

Based on the investigation and analysis, relevant suggestions are put forward :(1) increase and attract sources of funds, cooperate with enterprises, universities and government departments to attract talents and funds, so as to change the single form of funds subsidized by the government. (2) By attracting funds, increase the purchase, maintenance and upgrading of sites and equipment, establish a site and equipment maintenance system, and carry out regular maintenance and upgrading. (3) Improve the ideological attention of school leaders and teachers, strengthen the supervision, management and assessment of teachers. (4) Take students as the service center, investigate and understand students' interests and needs, so as to carry out different and diversified service projects. (5) Introduce high-quality human resources from colleges and universities, and establish practical education bases with colleges and universities. Colleges and universities provide professional talents, and colleges and universities provide practical education opportunities. The cooperation between the two is mutually beneficial.
