中药材作为我国独有的宝贵资源，在我国拥有广泛的群众基础，其安全性也直接关系到国人的健康保障。随着人们健康意识的不断提高，中药材需求不断增加，中药材产业发展势头也持续向好，但中药材的质量安全水平水平却出现了下滑。高毒农药、化肥、植物生长调节剂，提前或延后采收等安全的生产行为造成中药材农残，重金属超标甚至形状变异等现象十分普遍。 不同于一般农产品，中药材是防病、治病、保健的特殊用品，为患者及体弱者服用，且服用时间长，更易因农药残留造成蓄积中毒，严重影响其治病功效的发挥。在当前中药材质量安全水平面临严峻挑战的情况下，如何提升中药材种植户的安全生产行为水平值得关注。 作为影响农产品安全生产水平的重要因素之一，产业组织模式一直受到广泛关注与研究，农产品产业组织模式指其指种植户与农业生产经营组织的协作方式。而中药材作为特殊的农产品，其产业组织模式同样值得进一步探究。在我国，中药材产业组织模式主要有“种植户自种自销”、“中药材种植户+合作社”、“中药材种植户+基地”三种模式，不同的产业组织模式对于中药材安全生产行为有何影响是本文关注的重点。 本文梳理了我国中药资源产业的现状，并以山东省平邑县金银花产业为例，通过实地问卷访谈的方式获得数据，并运用多元回归模型对所获得的金银花种植及安全生产行为进行实证分析并得出结论，最后，结合我国中药材产业发展和中药材质量安全的现状，提出提高中药材种植户安全生产水平的对策建议。 本文的研究表明， “农户+基地”的产业组织模式下平邑县金银花种植户的安全生产水平最高；而“农户+合作社”与“农户自种自销”两种产业组织模式下金银花安全生产水平差异不大，均明显低于“农户+基地”模式；此外金银花种植户户主的受教育程度对于提升金银花安全生产水平有明显的正向影响。 基于以上结论，本文提出了三点政策建议：第一，在平邑当地现有的基础上，通过商业宣传的方式，引导更多下游加工企业在平邑建立金银花种植基地，模式可以以企业设定生产标准+雇佣当地人员管理为主；第二，引导平邑当地合作社开展更多有关“金银花安全生产”的技术培训；第三，对于地区内高文化程度，金银花收入所占家庭总收入比重较高且安全生产意识较强的金银花种植户，可以邀请其对区域内其他农户进行金银花安全生产知识普及。

With the continuous improvement of people's health awareness, the demand for Chinese herbal medicines continues to increase, and the development momentum of Chinese herbal medicine industry continues to improve, but the level of quality and safety of Chinese herbal medicines has declined. High-toxic pesticides, chemical fertilizers, plant growth regulators, early or delayed harvesting and other non-standard planting methods cause Chinese medicines to be pesticides, heavy metals exceeding the standard and even shape variations are common, and consumers' trust in the safety of Chinese herbal medicines appears. It has dropped significantly. The industrial organization model refers to the way in which farmers and agricultural production and management organizations collaborate. In China, the Chinese herbal medicine industry organization model mainly includes three models: “planter self-cultivation and self-sale”, “Chinese herbal medicine growers+cooperatives” and “Chinese herbal medicine growers+bases”. Different industrial organization models for the safe production of Chinese herbal medicines What is the impact of behavior is the focus of this article. This paper combs the status quo of China's traditional Chinese medicine resources industry, and takes the honeysuckle industry in Pingyi County of Shandong Province as an example, obtains data through field questionnaire interviews, and uses multiple regression models to empirically analyze the obtained honeysuckle planting and safe production behavior. It is concluded that, in the end, combined with the development of Chinese herbal medicine industry and the quality and safety of Chinese herbal medicines, the countermeasures and suggestions for guaranteeing the quality and safety of Chinese herbal medicines are put forward. The research in this paper shows that under the mode of farmers plus bases, the safe production level of honeysuckle growers is the highest. While the safe production level of honeysuckle under the two industrial organization modes of “farmers plus cooperatives” and “farmers self-cultivating and selling”, the difference is not significant, which are significantly lower than the “farmers plus base” mode, in addition, the educational level of the honeysuckle growers has a significant positive impact on improving the safe production level of honeysuckle. Based on the aforementioned conclusions, this paper proposes three policy recommendations as follows: First, based on the status of Pingyi County, the governments should promote plans to guide more downstream processing enterprises to establish honeysuckle-planting bases in Pingyi. In addition, the production mode set by enterprises should live on setting production standard & employment of local personnel management. Second, governments should provide more technical guide focusing on "safety production of honeysuckle" for local cooperatives. Third, more seminar should be held by governments to invite high-income families to share their experience in safety production.
