新时代强军目标指引下，我国武器装备领域任务加剧，军工行业构建起新发展格局。航空装备制造产业链长、专业覆盖多、产品结构复杂，生产所需物料的供应处于复杂层级环境。内外背景下，K军工企业由过去的纵向来料集成单位转为自主采购制造企业，业务特征也由小品种、小批量研制配套服务转为多状态试制、多型号小批架生产任务交织状态。航空装备科研生产制造业具有典型的订单不规律、离散型制造特征，加之采购规模加大、采购管理难度加剧，K企业现有的传统采购管理模式已不能适应装备领域新发展要求。低成本、高协同、可持续的供应保障是我国现代武器装备高质量发展的内在需求。为提高企业生产所需物料的供应准确性和高效性，实现采购成本优化，论文选取该企业采购额占比最大的型号项目生产所需物料的采购管理为研究对象，运用采购成熟度模型和采购阶段模型等理论，通过访谈及问卷调查方式，对企业物料供应特点及采购管理现状进行分析。以采购需求计划协同管理为导向，分类分级为原则，聚焦从物料品类管理角度对K企业传统采购模式下型号物料缺乏科学系统的品类方法体系，需求计划不合理、早期备料协同能力不足、库存异常及资金占用等问题进行总结和改进。提出优化策略时，借助卡拉杰克矩阵理论的定性基础，通过AHP层次分析法建立采购分级定量模型，精细量化物料分类分级，并给予差异化的采购计划与策略。从而，探索K企业采购管理优化方法，推动其物料采购管理能力和采购管理体系现代化，消除自主采购备料优势和采购有效性不能充分发挥与保证的阻力，打造基于品类管理角度的战略型采购趋势。
       最后，通过企业内应用，进而验证该采购分级管理模型能从定量定位角度对不同物料进行准确评价，同时给予差异化分级采购战略组合，使得其对于企业发挥采购早期协同优势、提升采购效率与备料准确性、降低采购成本等有积极作用。

    Under the guidance of the goal of strengthening the military in the new era, the tasks of China's weapons and equipment industry have intensified, and the military industry has built a new development pattern. The aviation equipment manufacturing industry has a long industrial chain, a wide range of specialties, a complex product structure, and the supply of materials required for production is in a complex hierarchical environment. Under the internal and external background, K military enterprise has changed from the past vertical material integration unit to an independent procurement manufacturing enterprise, and its business characteristics have also changed from small varieties and small batches of research and development supporting services to multi-state trial production and multi-model batch production tasks. The aviation equipment scientific research and production manufacturing industry has typical irregular orders and discrete manufacturing characteristics. Guided by the collaborative management of procurement demand plan and based on the principle of classification and grading, this paper focuses on the problems of inaccurate procurement plan, insufficient early material preparation collaborative ability, abnormal inventory and capital occupation caused by the lack of reasonable classification of model materials under the traditional procurement mode of K enterprise from the perspective of material category management. With the qualitative basis of Kraljic matrix theory, the quantitative model of procurement grading is established through AHP hierarchical analysis method, which finely quantifies the material classification and gives differentiated procurement plan and strategy, explores the optimization method of enterprise procurement management, promotes the modernization of enterprise material procurement management ability and procurement management system, eliminates the resistance that the advantages of independent procurement and material preparation and procurement effectiveness can not be fully played and guaranteed, and creates the strategic procurement trend based on the perspective of category management. 
    Finally, through the application in the enterprise, the procurement grading management model can be accurately evaluated from the perspective of quantitative positioning for different materials, and gives differentiated grading procurement strategy combination, and verifies that it has a positive effect on giving full play to the advantages of early procurement collaboration, improving procurement efficiency and material accuracy, reducing procurement costs and so on.
