中国经济已进入高质量发展期，如何对经济高质量发展水平进行评价与监测是值得探讨的问题。建立中国经济高质量发展指标体系、对经济高质量发展水平进行综合评价、对经济高质量发展指数进行预测、分析经济高质量发展的影响因素，可以及时发现问题或短板，有利于经济高质量发展进程的有效推进。

本文通过对十九大报告、2017 年中央经济工作会议报告的学习，深刻理解经济高质量发展内涵，以 “新发展理念” 为基础建立了包括提质增效、创新发展、协调发展、绿色发展、开放发展、共享发展六个一级指标的中国经济高质量发展指标体系。选取 2013-2017 年的数据，对数据进行无量纲处理并赋予相等权重，对经济高质量发展水平进行综合评价。2017 年我国经济高质量发展指数为 71.74 较上年提高 2.31，十八大以来（2013-2017 年） 平均年增长幅度为 4.58%。从六大模块来看，2017 年各模块指数均在 65 以上，并均以合理速度增长。预计“十三五”末（2020 年）经济高质量发展指数将突破 80 达 82.75，六大模块指数均在 70 以上。生产要素使用效率、产业结构以及环境质量对经济高质量发展具有显著影响。

经济高质量发展整体进程顺利推进，但在部分领域也存在一些值得关注的问题，本文在分析综合评价及实证研究结果后，提出了若干针对性建议。

For the first time in the report of the 19th National Congress of the Communist Party of China mentioned that China's economy has shifted from a high-speed growth phase to a high-quality development phase. How to evaluate and monitor the high-quality development level of the economy is a question worth exploring. Establishing a high-quality development indicator system for China's economy, making comprehensive evaluation of high-quality economic development level, forecasting high-quality economic development index, and analyzing the influencing factors of high-quality economic development can find problems or short-term problems in a timely manner, which is conducive to the effective promotion of high-quality economic development process.

Through the study of the report of the 19th National Congress and the 2017 Central Economic Work Conference, this paper deeply understands the connotation of high-quality economic development, and builds China's high-quality development indicator system based on the "new development concept" with improving quality and efficiency, innovation, coordination, green, openness and sharing.

The data of 2013-2017, the “pilot period” of high- quality development was selected. After nondimensionalization and empowerment, this paper made a comprehensive evaluation of the high-quality development level of the economy. In 2017, China's high-quality economic development index was 71.74, an increase of 2.31 from the previous year. The average annual

growth rate since the 18th National Congress (2013-2017) was 4.58%. From the perspective of the six modules, the index of each modules in 2017 is above 65, and they all increase at a reasonable speed. It is expected that the “high quality development index of the “Thirteenth Five-Year Plan” (2020) will exceed 80 to 82.75, and the six module indices are all above 70. The use efficiency of production factors, industrial structure and environmental quality have a significant impact on the high quality of economic development.
