天安门地区公安分局民警是天安门地区的守护者,他们为维护“政治中心区”、打造 “平安广场”做出了巨大贡献的同时,也使自身的警察职业压力不断增加。警察职业压力 大,不仅会损害民警身体、心理健康程度,还会降低警察队伍战斗力及凝聚力,影响公安 工作水平。 为了研究天安门地区公安分局警察职业压力情况,提出对该群体职业压力有效的应对 策略,笔者以天安门地区公安分局民警为例,在对以往文献研究的基础上,通过深度访谈 法以及参与式观察法两种研究方法,以参与者的身份获取被访谈者的信任,运用半结构式 的访谈方式、滚雪球式的访谈方法,对12 名不同年龄、性别、岗位等条件不同的天安门 地区公安分局民警开展深入访谈,挖掘并总结了天安门地区公安分局民警职业压力的现 状、影响以及压力源,并以研究结果为依据,提出了一系列应对策略。 通过研究,最终得到以下成果:职业压力在该地区民警个体的身体方面、心理方面、 家庭照顾方面、工作态度方面以及工作质量方面的具体表现;职业压力对该群体的队伍稳 定、警察形象、家庭关系、人际关系带来了不良影响;天安门地区公安分局民警的职业压 力源有工作、政策、社会和个人四个方面,具体包括:1.工作方面的压力源包括工作强度 大、工作单一性、地区的政治性强、工作危险性高、非本职事物多、以及队伍管理难度大; 2.政策方面的压力源包括法律支持不强以及待遇水平不高;3.社会方面的压力源包括群众 不理解、舆论压力大以及家庭与工作矛盾大;4.个人方面的压力源包括业务水平跟不上、 晋升前景看不到、所学专业不匹配以及自身性格与素质的问题。 根据研究结果得出的这些现实情况,笔者提出了天安门地区公安分局警察职业压力的 应对策略,包括进一步健全相关工作机制、加快完善相关法律法规、建立健全广泛的社会 支持系统、做好警察个人职业生涯管理这4 个方面,每个方面都有具体的策略在内,最终 形成了16 条具体的应对策略。
外文摘要:
Police officers of Tiananmen Public Security Bureau (TPSB) are the guards of Tiananmen Area. While they are making enormous contribution to the Safe Square Scheme, they have been on increasing occupational stress. Exposing to enormous occupational stress does not only harm the physical and mental health but could also decrease the morale and cohesiveness of policing teams, and thus have negative impact on policing operations. This study is seeking to research on the occupational stress that police officers of TPSB are facing and propose responding strategies. The study, in order to obtain the maximum trust of the interviewees, is based on in-depth interview and observations of 12 participants of different ages, genders and positions. The interview was semi-structural and adopt snow ball sampling techniques. Conclusions are drawn from the results from the in-depth interviews and observation in areas including the status quos, source and impact of stress. Recommendations are made based on the research results. The research result illustrates: the specific performance of occupational stress in the physical, psychological, family care, work attitude and work quality of individual policeman in this area. The negative impact of occupational stress on the stability of police force, police image, family relationship and interpersonal relationships. Their stress triggers from four aspects, which are work, policy, social issues and individual issues. The work-related stress triggers include the intensiveness and repetition of work, the political task, the occupational hazard, non-job-related workloads and management difficulties. The policy-related stress triggers are caused by weak legal support and low job payment. Misunderstanding from the public, pressure from the media and conflicts between work and family contribute to the social-related stresses. At individual level, the stresses come from work-related skills, promotion, qualifications and personality. Based on the research result, the study has developed 16 responding strategies in four aspects, which include improving relevant regulations, perfecting legislation, developing social support network, enhancing career management.
