出于扩大本国高等教育国际影响和拓展高校收入来源的考虑，自撒切尔政府以来，英国历届政府均出台了一系列支持性政策，推动本国高校走出国门，开办海外分校，且取得了较大发展。 本研究梳理了英国高校海外分校的政策环境变迁和发展现状，并选取了英国两所发展较为成熟的分校——诺丁汉大学马来西亚分校和赫瑞瓦特大学迪拜分校作为个案，基于本研究所建立的海外分校运行机制的理论分析框架，从战略机制、决策机制、动力机制、资源配置机制及质量保障机制五个维度出发，深入分析两所分校在国际化战略和融资模式、治理结构和师生管理、课程设置、教与学及研究、质量保障机制等方面的丰富经验，进行比较并归纳总结出了成功的海外分校所具备的基本特征。 研究发现，寻找契机、制定计划、接受规则、形成多元的伙伴与协作关系，可持续的融资模式，处理好本土化与一体化的关系，加强科学研究，科学的管理机制，完善的质量保障体系是英国高校开办海外分校的成功所在。这些经验对我国高校海外办学的理论与实践具有一定启发意义。

In view of expanding the international influence of its higher education and expanding the sources of income for higher edcuation institutes, since the Thatcher government, successive British governments have issued a series of supportive policies to promote local higher education institutes to go abroad and open overseas campuses, and it has developed a lot by now. This study has reviewed the transitions of policy environment and developing scenery of brach campuses of UK higher education institutes, and selects two more developed British international branch campuses – the University of Nottingham Malaysia and Heriot-Watt University Dubai as cases, based on the theoretical analysis framework of this study – the IBCs operation mechanism starts from the five dimensions which includes strategic mechanism, decision-making mechanism, dynamic mechanism, resource allocation mechanism and quality assurance mechanism, do an in-depth analysis of the two branch campuses about the internationalization strategy and financing model, governance structure and teachers and students management, curriculum setting, teaching and learning, research, and quality assurance mechanisms, try to compare and summarize the basic characteristics of successful branch campuses. The study found that seeking opportunities, formulating plans, accepting rules, forming diverse and collaborative partnerships, and sustainable financing models, handling the relationship between localization and integration, strengthening scientific research, having efficient managing mechanisms, and improving quality assurance systems are the success factors for British universities to open international branch campuses. These experiences have a certain enlightening significance of the theory and practice of running overseas branch campuses for Chinese higher education institutions.
