东北地区在宣统年间发生过一次重大的鼠疫，瘟疫灾害随之在当地就屡见报端，但是发生于1920-1921年的鼠疫总体来说是一次比较严重的灾害。鼠疫本身并不可怕，可怕的是每每鼠疫过后世人的生活并无变化。值得庆幸的是，此时的东北地区相较于十年前大有进步，无论是政府还是民众都对鼠疫的发生做出了较为积极的反应。《盛京时报》作为东北地区创刊时间较早的报纸，完整地经历了东北地区1910-1911、1920-1921两次重大鼠疫的发生过程，是极为可贵的历史亲历者，相较于奏章、文书，其记载更加客观地展现了当局对鼠疫的真实应对与民众的切实反应，继而暴露出鼠疫防治过程中的问题与缺陷，但其特殊的日系身份又使它在进行报道与评论的过程中暗含着殖民色彩，报道中试图美化日方的行为，将其塑造成为文明之师。

In Northeast China, there was an extremely terrible plague outbreak during the Period of  Xuantong. Since then, the plague has been frequently reported in the local news. But the plague of 1920-1921 was, on the whole, a relatively severe disaster. The plague itself was not terrible, what was terrible was the fact that life remained unchanged after the plague. Thankfully, the region is much better off than it was a decade ago. Both the government and the public have made a relatively positive response to it. Sheng ching daily news, as one of the earliest newspapers in Northeast China, has completely experienced the two major plague outbreaks in the region from 1910 to 1911 and from 1920 to 1921, who is an extremely valuable historical witness. Compared with memorials and documents, its reports more objectively showed the real response of the government to the plague and the practical response of the public, then exposed the problems and defects in the plague prevention and control process. However, because of its special Japanese identity, it implied colonization in its reports and comments. In the reports, it tried to beautify the behavior of Japan and make it mighty force and civilized force.
