近年来,我国银行卡的发卡量和交易量不断攀升,与银行卡制卡业务有关的业务中断事件时有发生。制卡业务是信贷、支付、清算等业务开展的基础,只有建立起相应的业务连续性管理体系,进行严格的风险管理,才能从根本上解决因制卡管理漏洞导致的各类问题。因此,研究探讨银行制卡业务连续性管理问题具有重要现实意义。为防范业务中断风险,银行应基于自身实际情况,建立完善的制卡业务连续性管理体系。
本文依托业务连续性管理的基本理论和6R模型,结合风险管理基本理论,对照中国银监会的一系列监管要求,采用理论分析与案例研究相结合的方式,通过对C银行制卡业务连续性管理现状及问题进行分析,提出C银行制卡业务连续性管理的改进方案,为C银行制卡业务连续性管理进行了量身定制的优化设计:设计建立相应了的组织架构,对制卡业务连续性计划及资源配置给出了建议,设计构建应急演练及持续改进机制。研究结果对于C银行制卡业务连续性管理具有参考价值。
本文还对银行卡制卡业务连续性管理进行展望,阐述了银行制卡业务连续性管理发展趋势与应对策略。大数据和云计算技术的产生和运用为银行加强制卡业务的连续性管理提供了技术上的保障、海外业务和创新业务的拓展则使得制卡业务连续性管理面临了新的挑战,不断出现的监管规定则要求商业银行持续完善制卡业务的连续性管理体系,更加稳妥地进行风险控制。可以说,银行制卡业务的连续性管理只有起点,没有终点,只有根据环境和业务形态的变化,不断优化制卡业务连续性管理体系,才能有力地保障制卡业务持续稳定开展。

In recent years, the issuance volume and transaction volume of bank cards in China have continuously increased, and business interruption related to bank card manufacturing business has occurred from time to time. The card printing business is the basis for the development of credit, payment, and liquidation services. Only by establishing a corresponding business continuity management system and conducting strict risk management can we fundamentally solve various problems caused by the management card vulnerabilities. Therefore, it is of great practical significance to study the issue of continuity management of bank card business. In order to prevent business interruption risks, banks should establish a sound card business continuity management system based on their actual conditions.
This paper relied on the basic theories of business continuity management and the 6R model, combined with the basic theories of risk management, compared the regulatory requirements of the China Banking Regulatory Commission, and adopted a combination of theoretical analysis and case studies to pass on the status quo of the continuity management of the C Bank card manufacturing business. Analysis of the problems and proposed improvement plans for the continuous management of the C bank card manufacturing business. Based on the business continuity management experience of the banks in the same industry, a tailored optimization design for the continuous management of the C bank card manufacturing business was conducted: Design and establish a corresponding organizational structure, provide recommendations for the continuity of the business card planning and resource allocation, design and construct emergency drills and continuous improvement mechanisms. The research results have reference value for the continuous management of C-card manufacturing business.
This article also looks into the continuity management of bank card manufacturing business and describes the development trend and countermeasures of bank card manufacturing business continuity management. The emergence and application of new technologies, the expansion of new services, and the tightening of regulatory requirements have had an impact on the bank's card manufacturing business. There are opportunities but more challenges. Banks should constantly optimize the card business continuity management system in accordance with changes in technology, business needs, and regulatory requirements to ensure the sustainable and stable development of the business.
