在经济全球化的大背景下，我国卷烟制造企业面临着诸多严峻的挑战。卷烟制造企业之间的竞争因烟草业集中度的提升变得愈发激烈，为了使卷烟制造企业持续具备较强的竞争力，适应内外部的环境变化，只有那些基于组织革新和技术提升，能够源源不断地创造出竞争优势的卷烟制造企业才可能胜出。对于中国来说，烟草业是与民生息息相关的行业，因此，烟草业的发展至关重要。目前，国内卷烟制造企业存在诸多问题：1)生产计划不详细，生产时间、数量不确定，生产前准备效率低；2)生产过程管理没有一个完整的流程，工艺质量没有进行系统评价；3)软件维护管理流程不完善，“乱、低、散”的问题还十分突出；4)问题产品的质量追溯流程不清晰，制约烟草行业健康发展的深层次问题没有从根本上得到解决。 本论文将对流程优化理论进行详尽的阐述；说明国内大部分烟草制造企业的流程优化现状；着重分析深度生产管理流程优化的现实意义；分析说明流程优化与企业组织结构、战略实施以及管理信息化之间的关系。以石家庄白沙卷烟厂为研究对象，在详细分析白沙厂现有生产管理流程，以及对组织结构优化的基础上，阐明如何通过运用PEMM模型、SIPOC模型、ECRS原则等方法，寻找出企业生产管理的核心管理流程，即对满足生产需要和提升企业生产效率有直接作用的流程，并对核心生产管理流程如何进行优化以及整改进行论述，同时收集优化过程中所开展的一系列活动对于流程优化落地实施的实际意义的数据。最后对生产管理流程优化后的实施风险、难度以及可能产生的问题进行评估。将理论和实践相结合，以期此研究能在烟草制造企业中起到标杆作用。为烟草生产企业的生产管理流程的改进提供一定的参考依据。

During the background of economic globalization, China's cigarette manufacturing enterprises are facing a lot of severe challenges. Because of the enhancement of cigarette concentration degree, the competition between cigarette manufacturing enterprises become increasingly fierce. In order to make the cigarette manufacturing enterprises continue to have strong competitiveness, adapt to both internal and external environment change, only those with organizational innovation and technology upgrades can create competitive advantage and win. For China, the cigarette industry is closely related to the people's livelihood. Therefore, the development of the cigarette industry is very important. At present, the domestic cigarette manufacturing enterprises have many problems: the production plan is not detailed, production time, production number is uncertain, the production preparation efficiency is low; the production process management has no complete process, process quality has no systematic evaluation; the software maintenance management process has defect, problems like "chaos, low, scattered" is very prominent; trace-ability process of defected products is not clear, the deep-seated problems restricting the healthy development of the cigarette industry have not been fundamentally resolved. This thesis mainly focus on detail description of the process optimization theory; Explain the existing process optimization of most domestic cigarette manufacturing enterprises; deep analysis of the practical significance of process optimization; analyse and show the relationship between process optimization and organizational structure, strategy implementation and management of information technology. With Shijiazhuang Baisha cigarette factory as the research object, base on the analysis in detail of the Baisha factory strategy and organizational structure optimization, clarify how to use the PEMM model, SIPOC analysis, ECRS principle and other methods, to find out the core management process of production management process, which is the process that meet the needs of production and enhance the production efficiency directly, and elaborate on how to optimize the core production management process , while collecting the data of the series of activities carried out by the optimization process for the practical implementation of the process optimization. Finally, evaluate the risk, difficulty and possible problems of the implementation of the production management process. Combining theory with practice, it is expected that this study can play a key role in cigarette manufacturing enterprises. It provides some reference for the improvement of the production management process of the cigarette production enterprises.
