正所谓科技是第一生产力，科学研究是促进国家经济发展的重要推动器。R&D科研机构，作为国家科学研究的主力军之一，承担着科技创新的重担。推动科研机构科研人员心无旁骛地开展创造性的科研工作，是新国际格局下，国家发展的必然要求。本文基于官员选拔的激励视角，以DMSP/VIIRS夜间卫星灯光数据为依据，研究分省市经济增长真实水平，对R&D科研机构经费筹集的影响。研究发现，省级单位报告的经济增长越真实，区域内R&D科研机构筹集到的经费增长就越快，地方经济失真提高了R&D科研机构筹集经费的难度。进一步地，在政府话语权强的地区，地方经济失真更加显著地提高了经费筹集的增长速度。同时，在省级领导省长在任时间较长的地区，地方经济失真对于经费筹集的影响程度也有所提高。

本文旨在通过实证研究，探索宏观经济数据对微观科研机构经费筹集的不良影响，丰富了关于经济数据真实水平的研究，同时为国家官员提拨机制的优化和R&D科研机构科研经费筹集策略提供了经验和决策依据。

As we all know, science and technology constitute the primary productive force. Scientific research is an important driver to promote economic development. R&D institutions, as one of the main forces of national scientific research, undertake the heavy task of scientific and technological innovation. It is necessary to cope with other problems of researchers in R&D institutions so that they can engage in creative research without distractions in the new complex and volatile international situation. Based on the DMSP /VIIRS nighttime satellite lighting data, this paper studies the influence of the real level of economic growth in provinces and cities on the fund raising of R&D research institutions from the perspective of official promotion incentive. It is found that the more real the economic growth of the provincial unit reports, the faster the fund raising of the R&D research institutions grow in the region. Additionally, in areas where the government has a strong voice, local economic distortions have greater influence on the growth of funding. At the same time, the time of the appointment of the financing of provincial leaders also affect the level of impact from local economic distortion of local economic distortions to the fund raising. When the time is over 4 years, the level of impact increases.

This paper aims to explore the negative impact of macroeconomic data on the micro fund raising of scientific research institutions through empirical research, which enriches the research on the real level of economic data, and provides experience and decision-making basis for the optimization of the selection mechanism of national officials and the funding raising strategy of R&D scientific research institutions.
