在２０世纪３０年代全国经济委员会进行的西北开发中，新疆处于一个 特殊的位置，一方面，全国上下兴起的“开发西北”舆论热潮与新疆重要的战 略地理位置要求国民政府重视新疆经济开发，另一方面，新疆交通阻塞、工农 业基础差的现状与新疆割据政权脱离国民政府统治的事实使得新疆经济开发 计划只能停留于纸面。全国经济委员会是 1933 年正式成立的负责统筹全国经 济发展的专门机构，也是 1933-1937 年国民政府西北开发的主要实施机构，然 而在其开展西北建设事业时，却“忽视”了新疆的开发。相对于经委会在陕西、 甘肃地区取得的显著的成就，其开发新疆的成果近乎为零。经委会开发新疆之 所以如此“失败”，既有新疆开发难度大的客观原因，也有新疆当局和经委会 双方均未尽全力参与开发新疆的主观原因。

In the northwestern development carried out by the National Economic Council in the 1930s, Xinjiang was in a special position. On the one hand, the upsurge of public opinion about the “development of the Northwest” emerging across the country and the important strategic location of Xinjiang required the government to pay attention to Xinjiang’s economic development. On the other hand, the current situation of traffic congestion in Xinjiang, the poor foundation of Xinjiang industry and agriculture, and the fact that Xinjiang was separated from the Nanking National Government made Xinjiang's economic development plan only can stay on paper. The National Economic Council was established in 1933, which was responsible for the construction and development of economy. It was also the main implementing agency for the northwestern development of the Nationalist Government from 19331937. However, when it launched the northwestern construction project, it ignored the development of Xinjiang. Compared with the remarkable achievements made by the Council in Shanxi and Gansu, the results of its development in Xinjiang was almost nothing. The reason why the development of Xinjiang by the Council was so "failed" was complicated. There were objective reasons why Xinjiang was difficult to develop, and there were subjective reasons why Xinjiang government and the Council did not try their best to participate in the development of Xinjiang.
