研究生支教团项目自实施以来,就得到全国高校的积极响应,在团中央、教育部、高校、支教学校的共同努力下,从1998年开始,研究生支教团项目已持续开展了20年。近二十年来,虽然研究生支教团的队伍在不断发展壮大,但是关于研究生支教团问题的研究却没有受到足够的重视。研究生支教团项目的实施效果到底怎样?此问题的探究对于该项目的完善和政策的改进都具有十分重要的意义。
本研究通过对134位在新疆支教的研支团成员和73位支教地区学生的问卷调查,以及对主管新疆研支团的自治区团委志愿者工作部工作人员、北疆的乌鲁木齐、克拉玛依、奎屯和南疆的喀什叶城县的4所学校,对A学校(专科学校)教师和研支团成员,B、C两所学校(中学)的校长、教务主任、学校教师和研支团成员,D学校(小学)的校长、教务主任、学校教师和研支团成员的实地访谈,呈现了研究生支教团项目的实施效果,梳理出其中存在的相关问题,并且以此提出了改善研究生支教团项目实施效果的政策建议。
本研究的主要发现如下:
1.研支团项目实施效果呈现:研支团成员在实践中得到了锻炼成长;支教地区精神文明建设加强,主要表现在:志愿精神得到发扬、严谨治学、价值端正、师生关系良好、师德高尚;支教地区的教育质量得以提升,主要表现在:研支团成员传达新的教学理念、支教地区学生成绩得到提高。
2.研支团项目实施存在的问题:实施结构不合理,主要表现在:后勤保障不完善、教学与行政难以协调、人岗不匹配;师资队伍培训不到位,主要表现在:教师培训参差不齐、教师纪律管理培训不到位、教师双语培训不到位;难以对支教地产生长远、实质性影响,主要表现在:支教的持续时间段、支教地区难以留下人才。
3.研支团项目实施的政策建议:优化实施结构,主要从完善研支团后勤保障、协调教学和行政工作、解决人岗不匹配问题入手;加强研支团成员培训,主要从加强教师纪律管理培训、加强教师双语培训入手,力争教师培训普及化;完善人才引进等相关政策。

Since the program called the Graduate Volunteers implement, it has received positive responses from universities across the country. With the joint efforts of the Central Committee of the Communist Youth League, the Ministry of Education, universities, and schools that accept voluntary teaching, the program called the Graduate Volunteers has been going on for 18 years since its launch in 1998. In the past two decades, although the ranks of the program called the Graduate Volunteers have continued to grow and develop, the research on it has not received sufficient attention. As a state-led supplement to formal school education, what exactly is the effect of the implementation of the program called the Graduate Volunteers? The exploration of this issue has very important significance for the improvement of the project and the improvement of the policy.
This study was conducted through a questionnaire survey of 134 teachers who are in the program called the Graduate Volunteers and 73 students, as well as staff of the volunteer work department of the Communist Youth League Committee of Xinjiang, Urumqi, Karamay, Kuitun, and Kashgar. the teachers of the A school (secondary school) and the teachers who are in the program called the Graduate Volunteers, the principals of the B and C schools (secondary school), the education administrators, the teachers of the school and the principals of the D school (primary school). I am a researcher that interview them ,so I presented the results of the implementation of the program called the Graduate Volunteers, sorted out the negative aspects of the program, and proposed policies to improve the effectiveness of it.
The main findings of this study are as follows:
1. Achievements of the program called the Graduate Volunteers: Teachers of the the program called the Graduate Volunteers have been trained in practice; the development of spiritual civilization in the support education area has been strengthened, mainly in the following aspects: the development of volunteerism, rigorous academic research, good value, good teacher-student relationship; The quality of education in the education-supported regions has been improved. The main manifestations are as follows: The teachers communicates new teaching ideas, and the performance of students in the support education area is improved.
2. Problems in the the program called the Graduate Volunteers: The irrational implementation structure is mainly manifested in: imperfect logistical support, difficulty in coordinating teaching and administration, and mismatch of posts; inadequate training of teachers, mainly reflected in: teacher disciplinary management training is not in place, bilingual teacher training is not in place; it is difficult to have a long-term and substantial impact on the support of real estate, mainly in the following: support for the duration of education, the area is difficult to leave talents.
3. Policy recommendations for the the program called the Graduate Volunteers:Optimizing the implementation structure, mainly from improving the logistics support of the Research Branch, coordinating teaching and administrative work, and solving the problem of unmatched posts; strengthening the training of the teachers, mainly from strengthening teacher discipline management training, strengthening teacher bilingual training, strive for popularization of teacher training, and perfecting talent introduction and other related policies.
