在我国网络、移动终端广覆盖和网络信息技术快发展的背景下,加快运用网络信息技术推进国家管理、社会治理的要求以及公众高频的手机使用习惯助推了政务APP的兴起和发展。如何提升政务APP用户的使用意愿一直是建设和发展政务APP的重要内容。
为了探究影响人力资源和社会保障类政务APP(简称人社类政务APP)用户持续使用意愿的因素是什么,本文选取四川省H市人社类政务APP用户为研究对象,结合人社类政务APP特点,在双因素理论、信息系统持续使用模型(ECM-ISC)基础上,引入相对优势、技术复杂性等变量,建立了人社类政务APP用户持续使用意愿的影响因素模型。之后,通过进行问卷调查,收集到了348份有效问卷,并运用了结构方程模型对人社类政务APP持续使用意愿影响因素模型进行了验证。
研究发现:1.期望确认度对感知有用性产生正向影响。2.期望确认度对满意度产生正向影响,技术复杂性负向影响满意度。3.感知有用性、满意度、相对优势对持续使用意愿产生正向影响,技术复杂性负向影响持续使用意愿。而感知有用性对满意度没有显著影响。最后,根据研究结论提出了提升人社类政务APP用户持续使用意愿的有关建议。
本研究验证了双因素理论、信息系统持续使用模型(ECM-ISC)等在应用于人社类政务APP用户持续使用意愿研究时的适用性,丰富了现有研究成果。

外文摘要:

Under the background of China's extensive network coverage and widespread use of mobile devices, coupled with the rapid advancement of network information technology, there is a growing demand to accelerate the utilization of such technology for national management, social governance, and catering to the public's frequent usage of mobile phones. This has consequently led to the rise and development of mobile government APP. Enhancing users' willingness to utilize these apps has always been an integral part in their construction and development. 
In order to explore factors that influence users' intention to continue using Human Resources and Social Security apps, this study focuses on users in H City, Sichuan Province. By considering the characteristics specific to these apps and incorporating variables such as relative advantage and techno-complexity based on Two Factor Theory and Expectation Confirmation Model of IS Continuance (ECM-ISC),a structural equation model of influencing factors of Human Resources and Social Security apps users’ continuous usage intention was established. Subsequently, 348 valid questionnaires were collected through surveying techniques, followed by employing structural equation modeling (SEM) to verify the structural equation model of influencing factors of Human Resources and Social Security apps users’ continuous usage intention.
The findings are as follows: 1) The degree of Expectation Confirmation positively impacts Perceived Usefulness; 2) The degree of Expectation Confirmation positively influences user satisfaction while techno-complexity negatively affects it; 3) Perceived Usefulness, user satisfaction, and relative advantage all have positive effects on continuous usage intention whereas techno-complexity has a negative effect on it. However, Perceived Usefulness does not significantly impact user satisfaction. Finally, based on research conclusions drawn from this study,some suggestions are proposed for improving user willingness.
This study validates the applicability of Two Factor Theory and Expectation Confirmation Model of IS Continuance (ECM-ISC) when applied to the research on the continuous usage intention of Human Resources and Social Security apps users, and enriches the existing research results.
