加强区域性的经济合作是加快疫情后全球经济复苏的一大关键举措。一直以来,俄罗斯与中国维持着良好的经济合作, 并在2019年建立了全面战略伙伴关系。本文旨在讨论在当前经济形势下中俄自由贸易区(FTA)建设的可能性。本文主要采取定量分析的方式,结合两国贸易互补性指数、产业内贸易指数,以及贸易引力模型等工具,分析中俄自贸区建设的可行性。本研究发现中俄经贸合作具有产品互补性强、以产业间贸易为主的特点。计量结果也显示我国与其他国家的自由贸易区建设能够为两国贸易带来显著的促进作用。结合中国与已建成的自贸区的经验,本文认为在建设中俄自贸区时,双方可采取逐步开放、区别对待、限额减免等策略, 同时, 还要综合考虑国际政治形势,做出合理研判。 |

Enhancing regional economic cooperation is one of the main efforts to accelerate global economic recovery after the Covid-19 pandemic. Russia and China have always maintained good economic cooperation since decades ago. In 2019, they have established a comprehensive strategic partnership in hope of promoting their cooperation further. This paper hopes to discuss the possibility of building a China-Russian free trade area (FTA) in current economic situation. This paper mainly adopts a quantitative approach using tools such as the trade complementarity index, intra-industry trade index, as well as the gravity model of trade, to demonstrate the feasibility of the establishment of the China-Russian FTA. The results show the trade between China and Russia has the characteristics of strong product complementarity and inter-industry trade. The gravity model also shows the construction of the free trade zone can significantly promote the trade between the two countries. By comparing with China's established FTAs, the paper provides several strategies that can be adopted such as: gradual market-opening, differentiated treatment and quota reduction. Meanwhile, the international political situation should also be carefully examined to make wise strategic moves.
