城市应急能力评估是促进城市提高突发公共事件应急能力的重要手段。城市应急能力评估系统为城市应急能力评估提供信息化支持,为城市应急能力建设奠定基础,有利于城市应急能力建设工作步入规范化、科学化的轨道,对最大程度地预防和减少突发公共事件及其造成的损失,保障公众的生命财产安全,维护国家安全和社会稳定有重要意义。论文在分析研究城市应急管理特点的基础上,建立了城市应急能力评估的层次结构模型,并运用灰色层次法确定了每一层指标的权重。进而,通过系统需求分析、概要设计、详细设计、编码实现等,实现了基于灰色层次法的城市应急能力评估系统,可对专家评估后的样本矩阵进行分析,给出一个综合评估值和提高应急能力的建议。通过单元测试、集成测试和系统测试阶段,达到了城市应急能力评估的目标。
外文摘要:
Urban emergency capability assessment is an important measure to promote the city emergency capability of public incidents. Assessment system of urban emergency capability provides information support for capability assessment and basis for city emergency capability building. It is helpful to make the city construction of emergency capability go into a standardized and scientific track. It is also significant in preventing and reducing public incidents and the loss, protecting public lives and property, safeguarding national security and social stability. Based on the full analyzing of characteristics of city emergency management, this paper establishes a hierarchy model for urban emergency capability assessment and fixes on the weights of each layer by grey analytic hierarchy process. Through the system requirements analysis, outline design, detailed design, coding implement, etc., the paper carries out an urban emergency capability assessment system based on grey analytic hierarchy process, which analyzes the sample matrix after the assessment of experts and provides a comprehensive assessment value and suggestions to improve emergency capability. It met with the goal of city emergency capability assessment through unit testing, integration testing and system testing.
