研究在厘清投资促进的基本内涵、投资促进类社会组织与职能、方式与方法以及国内外理论与实践发展，分析后危机时代对中国投资促进带来机遇、挑战和中国经济发展外部环境的基础上，从理论上借鉴发达国家投资促进类社会组织的成功经验，从实践中总结中国经济较发达的代表性地区投资促进类社会组织的典型做法，提出了后危机时代中国投资促进类社会组织的发展策略：一是优化组织结构，包括建立完善、成熟、专业高效的投资促进体系；明确国家级、区域级、市县级投资促进的职能分工；打造全国性的投资促进信息和沟通平台等。二是完善工作职能，包括加强后续服务、政策倡导职能；抓大放小，重视现代农业、服务外包业；提高“走出去”投资促进服务能力等。

At the basis of clearing up the fundamental contents of investment promotion, IP0s(investment promotion organization)and functions, pattern and methods, as well as the development of theory and practice at home and abroad, analysis the opportunity and challenge of Chinese IPAs brought by global finance crisis, and global economic development trend of post-finance-crisis era, use the succeed experience of development country’s IPAs for reference in theory, sum up the typical case of development area of China in practice, put forward the development strategy of IPOs in China of post-finance-crisis era: on the one hand, optimizing the organization structure, such as setup completed、mature、professional and high-efficiency investment promotion system; constructing nationwide platform of information and communication; On the other hand, consummating functions, consist of enhancing after-care service, policy advocates, seize the big and free the small, pay attention to modern agriculture, service outsourcing；Raise the investment promotion serviceability of “going global”.
