以往，我国的公共图书馆服务是由政府作为单一主体进行供给的，但这种传统供给模式逐渐显现出公共图书馆服务供需不平衡、发展不均等问题。在这种背景下，我国吸收借鉴西方新公共管理理论、新公共服务理论等，进行文化服务供给制度的改革，开展政府购买公共服务，实现了公共图书馆服务的多元主体供给。从2014年起，为推动政府购买公共文化服务工作的实施，北京市政府出台多项政策，并分阶段进行政府购买公共图书馆服务的试点工作，目前北京市在政府购买公共图书馆服务方面已经有诸多实践与成效。通过对北京市政府购买公共图书馆服务的现状与问题进行研究，对政府如何有效地进行公共文化服务供给、如何提升公共图书馆服务的效能、加强北京市“文化中心”的定位，具有较为重要的实践意义。

本文对政府购买公共图书馆服务等相关概念进行界定，以协同治理理论为指导，选取北京市政府购买公共图书馆服务作为具体研究对象，采用文献研究法、调查法、案例研究法等研究方法，对北京市政府购买公共图书馆服务的相关情况进行全面分析，总结北京市政府购买公共图书馆服务在购买主体、承接主体、购买方式、购买内容、资金投入、监督机制等方面的现状情况，在此基础上选取代表性购买案例进行绩效评估，从政府、承接者、社会公众三个角度分析当前北京市政府购买公共图书馆服务方面的不足，提出相应对策及建议。

         本文研究发现：政府方面存在购买目标不清晰、缺乏相关政策支持、监督考核机制不完善、公众需求信息表达机制缺失的问题，承接方存在承接能力较弱、缺乏社会认知度的问题，社会公众存在权利意识模糊、参与意识不强的问题。针对上述问题，从加强政府购买目标建设、完善政府购买服务监管体系、培育发展社会力量、加强社会公众参与等方面提出相应对策建议。

In the past, China's public library services were provided by the government as a single subject, but this traditional supply model gradually revealed the imbalance of public library service supply and demand and uneven development. In this context, China has absorbed and borrowed from the Western New Public Management Theory and New Public Service Theory, reformed the cultural service supply system, carried out government purchases of public services, and realized the multi-subject supply of public library services. Since 2014, in order to promote the implementation of government purchase of public cultural services, the Beijing Municipal government has issued a number of policies and carried out the pilot work of government purchase of public library services in stages. At present, Beijing has achieved many practices and achievements in government purchase of public library services. By studying the status quo and problems of the Beijing Municipal Government’s purchase of public library services, it is of greater importance for the government to effectively provide public cultural services, how to improve the effectiveness of public library services, and to strengthen the positioning of Beijing’s "cultural center" Practical significance.

This paper defines the concepts related to the government's purchase of public library services, takes the collaborative governance theory as the guidance, selects the Beijing Municipal Government's purchase of public library services as the specific research object, makes a comprehensive analysis of the relevant situation of the Beijing Municipal Government's purchase of public library services by using the research methods of literature research, investigation and case study.It also summarizes the current situation of Beijing Municipal Government's purchase of public library services in terms of purchase subject, undertaking subject, purchase method, purchase content, capital investment and supervision mechanism. On this basis, this paper selects representative purchase cases for performance evaluation, analyzes the deficiencies of the current Beijing Municipal Government's purchase of public library services from the perspectives of the government, the undertaker and the public, and puts forward corresponding countermeasures and suggestions.

                  This paper finds that the government has the problems of unclear purchase objectives, lack of relevant policy support, imperfect supervision and assessment mechanism and lack of public demand information expression mechanism, the undertaking party has the problems of weak undertaking ability and lack of social awareness, and the public has the problems of vague awareness of rights and weak awareness of participation. In view of the above problems, this paper puts forward corresponding countermeasures and suggestions from the aspects of strengthening the construction of government purchase objectives, improving the supervision system of government purchase services,  cultivating and developing social forces and strengthening public participation.
