由于近年来我国校车安全事故频繁发生，校车安全逐渐成为国家和全社会关注的焦点，因为乘坐对象的特殊性，校车的安全问题一直牵动着成千上万家长的心。面对一件件惨痛的校车交通事故，我们不得不去反思我国校车安全管理究竟存在哪些问题，是由哪些原因导致的。出于对祖国下一代安全的保护，出于对生命的尊重，我们有必要和义务去解决这一迫切问题。 本文从我国近两年频发的校车事故为课题研究的出发点，通过重点对国外校车运营和管理方面的相关的有益经验和举措，结合我国校车频发事故的原因以及其存在的问题进行深入考察、分析，旨在通过对本课题的研究，推动我国校车立法、完善规范校车运营和管理制度做有益的探索。 经过调查发现，超载、使用“黑校车”仍是目前中小学校车存在的普遍问题，多数学校特别是农村和偏远地区的学校因为资金的问题无法配备专用校车。而校车安全隐患重重除了校车质量低、安全意识不够等原因外，更为深层次的原因是校车监管体系松散，缺少相关的法律规范。在结合国外丰富的校车管理经验基础上，本文针对目前我国校车安全管理的问题，提出了一套全方位的解决策略，包括国家的资金投入、立法、监管，社会的文明礼让，学校的安全教育与驾驶员培训，以及汽车企业应严格按照国标生产，担负起社会的责任。

In recent years, school bus safety accidents happen frequently in China, which has become the focus of attention of the state and the society. Because of the particularity of the passenger of school bus, the security problem has always been the concern of the parents. Facing the pieces of heavy school bus accidents, we have to reflect on the problems of our school bus safety management, and what are the reasons. For the country's next generation security protection, for respecting for life, we have the necessary and the duty to solve the problem. As the research starting point, this article begins with the school bus accidents in past two years, by focusing on foreign school bus operations and managements and the relevant experiences and measures, combined with our school bus frequent cause of the accident and the problems in-depth study and analysis, aimed to promote our country legislation, improve the specification of school bus operation and management systems to do useful exploration.Through the survey found, overloading and using illegal school bus are the universal problems in current schools. Because of funding problems, most schools could not be equipped with dedicated bus, especially in rural and remote areas. The school bus safety has many dangers, the reason is the low quality of bus, lack of safe consciousness, but the deeper reason is the loosing monitoring system of school bus and lack of relevant laws and regulations. On the basis of school bus management in other countries, this article in view of current problems in school bus safety management in China, and put forward a set of comprehensive solutions, such as, increase state funding, legislative, regulatory, social civilization comity, safety education and driver training in schools, the car company must comply with national standards and take the social responsibility.
