中国经济自进入到快速增长的轨道以来,随着各行业产业规模的扩大,以及产业结构的不断调整,行业发展对于科技创新的需求加大,作为技术创新实施的主要载体之一,在各方努力下科技中介服务体系建设快速发展,取得了较为显著的成就,对推动我国向创新型国家转变、国家创新战略的实施,起到了重要的作用。同时,我国当前的科技中介服务组织或体系,在发展和建设过程中面临诸多问题,突出表现为体系发展不均衡、各项功能不完善、实施体制不健全、专业人才缺乏等。这些问题成为制约科技中介服务体系发展的主要因素,这些问题如不能从理论上加以分析,并通过实践加以解决,将进一步制约我国科技中介机构以及服务体系建设整体的发展。本文在对国内外科技中介及体系理论梳理的基础上,对于影响科技中介服务体系建设发展的各种因素进行了全面的分析,并结合广东省地方案例,理论结合实际,总结出科技中介体系健康发展的路径与思路,为科技中介服务体系的完善以及科技中介机构的长远发展提出建议。本文的主要研究内容和研究结论如下:第一章是关于科技中介机构理论研究。在对国内外相关研究理论、研究成果进行细分、梳理的基础上,界定了中介、科技中介体系等不同概念与研究的内涵与外延。对于前人的研究从科技中介机构的功能设置、内外部发展环境营造、体系建设条件等方面进行理论总结。前期的研究成果相对我国目前科技中介机构与体系的发展而言,理论依据不足,可参照案例不多。所以,报告首先将系统理论、创新理论、交易成本等主流理论结合科技中介的应用性进行了梳理,分析各种理论对科技中介机构发展的作用与意义,确定科技中介机构是形成科技中介服务体系的核心内容与关键因素,重点是从静态与动态两方面,尝试搭建科技中介体系的理论基础框架。第二章是科技中介机构及其作用分析。报告运用系统科学理论,对科技中介服务机构的功能与内涵、系统地位以及内外部发展环境进行多层次分析,并根据科技中介机构的组织活动方式、机构特征与承担风险,从概念上明确影响科技中介机构发展的主要因素,确定了科技中介机构在科技中介服务体系中的主要作用。报告认为科技中介机构具有权威性、互动性、中立性、预见性、专业性和知识性的诸多特征。其作用与功能包括:促进企业科技创新、促进科技成果向产业转移、促进政府科技创新管理改革和效率提高、促进科学技术合理转移与配置、规范科技市场主体行为、实施对科技市场的监督和调节,基于机构平台整合科技资源,连接技术供需双方,加速技术信息的流动性,促进知识服务业的发展等作用。所以,科技中介机构处于科技中介服务体系当中的核心地位,肩负着技术商品化,产品社会化,技术扩散三大任务。第三部分是科技中介服务体系构成模块分析。报告从静态与动态两方面分析了科技中介服务体系的构成,包括组织体系、社会支撑体系、内部运行机制、规范管理与监督体系、评价体系。本文按照评价指标体系设计原则认为评价指标体系因素包括如下:主体实力、员工因素、系统因素、资源因素、顾客因素、产学研联系程度、政府政策环境、国际开放程度、地区经济发展水平,社会贡献程度等方面。科技中介机构发展的国际比较研究。对美国、日本、英国、德国的科技中介机构体系及政府扶持科技中介机构发展的政策进行比较研究。深入分析了发达国家科技中介机构运作机制、发展历程与成功经验。同时,基于企业为国家创新主体的科技中介服务体系的建设与发展。对我国科技中介机构发展现状进行研究。分析了我国科技中介机构的发展历程,剖析了典型科技中介机构的发展状况,研究了我国科技中介机构发展特点、存在的问题及问题产生的原因。研究结果表明,我国科技中介机构的发展存在依附性强,独立性差,从业人员整体水平不高,技术和竞争手段落后、市场秩序不规范、行业存在信任危机等问题。这些问题是由于政府功能失位、科技中介服务有效需求不足和科技中介机构对行业发展规律认识不到位等原因造成的。确定我国科技中介服务体系建设发展的制约因素。分别从体制、社会文化环境、动力机制等方面具体分析制约因素。基于我国科技中介服务体系发展战略的思考,对科技中介服务体系进行了科学定位,尝试建立科技中介服务体系模式,明确发展目标,从品牌、平台、人才、国际化、网络化等方面制定科技中介发展战略。进一步确立科技中介机构在体系中的主体地位,确定以政府为主导,建立人才培养机制和金融机制,建立开放式的网络服务平台,营造科技中介体系发展的文化氛围等。

When the Chinese economic has gone into fast-growth track, the desire for technology innovation has become stronger and stronger with the expanding of industrial size and the adjustment of industrial structure. As an important carrier of technological innovation, science and technology intermediary service system has gained rapid development and has made noteworthy achievements, and played a pivotal role in the promotion of China to the transformation process of innovation-oriented country.Meanwhile, China science and technology intermediary service organizations or systems, the process of development and construction is facing many problems in the prominent aspects such as uneven development, imperfect function and system, talent shortage and so on. If these problems cannot be analyzed theoretically, and addressed through practice, they will restrict the development of China science and technology intermediary institutions, as well as of the system as a whole.This article focus on the analysis on the constraints of the development of science and technology intermediary service system on the basis of the theory of science and technology intermediary institutions at home and abroad in order to offer suggestions on the development of science and technology intermediary service system and the construction of science and technology intermediaries institutions.The main research contents and conclusions are as follows:Theoretical studies of science and technology intermediary institutions in this article. Define the concept of science and technology intermediary institutions based on the research and subdivision and combing and investigations on the related theories from home and abroad. Learn the studies by some scholars on the function and the development of internal and external environment, development status as well as system building of science and technology intermediary institutions.
