2009年联合国气候变化大会上达成的《哥本哈根协议》虽然不具有法律效力，也没有为企业应对气候变化行动提供清晰明确的政治信号，但世界各国需要进一步加大减排力度的趋势已不可逆转。气候变化问题进一步引发了世界各国对低碳发展模式的迫切需要，这也使得每个企业都必须重新思考企业的战略定位和发展模式。 韩国企业对气候变化和低碳经济的认识起步较晚，尽管其节能减排的行动力度巨大。迄今，大企业和一些中小企业，外资企业已经取得了显著的减排效果，但是整体而言，大多数企业还没有战略角度来思考低碳发展问题，也没有以全球视野来研究应对气候变化的重要性。 政府与企业需要进一步完善相互沟通机制，并逐步建立完备的实施效果反馈体系。在减排与低碳政策的制定阶段，企业需要积极介入，提供必要的信息和建议，这将有利于提高政策的全面性和可操作性，也有利于企业对政策走向有更充分的了解。
