近年来,由于新媒体的迅速发展的影响,国有报业集团的压力日益增加。本文主要从公共管理的角度,研究和讨论了国有报业集团在新媒体时代的发展问题。

在特殊的政治和经济环境下,中国报业的改革经历了一个渐进的过程,具有诱致性制度变迁与强制性制度变迁相结合的特点。一方面,报业自发地进行创新以获取实际利益。另一方面,党政部门既要维护自身的根本利益,又要为报纸业的发展预留空间。通过加强政策和制度保障,国有报业集团的发展取得了一定成果。在促进其发展的过程中,由于存在阻碍国有报业集团发展的原因,国有报业集团的发展和改革仍然存在诸多困难。

当前,开展国有报业集团发展研究是新媒体时代党中央,国务院对文化产业提出的新要求,也是报纸发展的重要任务。本文首先基于对国有企业改革和国有报业集团发展的理论分析,然后以Z集团的发展为例来分析和讨论国有报业集团的发展问题,主要从Z集团的发展环境分析、现阶段的发展困境及出路三个层面进行讨论,最后对Z集团在新媒体时代的发展现状进行研究,结合我国现行的相关政策法规,并阐述了政府应对此类困境的策略。国有报业集团想要拥有核心竞争力并继续稳步发展,就必须从公共政策及其自身的体制机制中进行长期建设和发展。希望能从理论和实务的角度对研究国有报业集团的发展起到一定的作用。
外文摘要:

In recent years, due to the rapid development of new media, the pressure of state-owned newspaper groups has increased. This article mainly studies and discusses the development of state-owned newspaper groups in the new media era from the perspective of public management.

Under the special political and economic environment, the reform of China's newspaper industry has gone through a gradual process, with the characteristics of inducing institutional changes and mandatory institutional changes. On the one hand, the newspaper industry spontaneously innovates to obtain practical benefits. On the other hand, party and government departments should not only safeguard their own fundamental interests, but also reserve space for the development of the newspaper industry. By strengthening policy and system guarantees, the development of state-owned newspaper groups has achieved certain results. In the process of promoting its development, there are still many difficulties in the development and reform of state-owned newspaper groups due to the factors that hinder the development of state-owned newspaper groups.

At present, conducting research on the development of state-owned newspaper groups  are the Party Central Committee and the State Council ’s new requirements for the cultural industry in the new media era, but important tasks for newspaper development. This paper is first based on the theoretical analysis of the reform of state-owned enterprises and the development of state-owned newspaper groups. Then, the development of Z-groups is taken as an example to analyze and discuss the development of state-owned newspaper groups. The discussion is mainly from the analysis of Z Group's development environment, the current development dilemma and the way out, and finally the Z Group's development status in the new media era is studied ,combine with the current relevant policies and regulations of China and the government's strategy to deal with such dilemmas is elaborated. If state-owned newspaper groups want to have core competitiveness and continue to develop steadily, they must build and develop from public policies and their own institutional mechanisms. It is hoped that it can play a certain role in studying the development of state-owned newspaper groups from a theoretical and practical perspective.
