      汉代以官文书作为治理国家的重要手段。官文书是维系帝制国家正常有序运转和传递行政信息的重要纽带,在行政运作中发挥着巨大作用。自五一广场简牍出土以来,东汉文书制度的研究又向前推进了一步。五一广场在东汉时为长沙郡治、临湘县治所在,其出土的官文书时间上主要集中于和帝至安帝时期,性质多为长沙郡临湘县及下属诸曹和乡级行政机构的往来文书,内容涉及当时基层社会的许多方面,包括行政、司法、民事、军事等等。这在很大程度上缓解了传世文献和先前出土简牍文书中相关东汉官文书资料匮乏带来的困难,对于研究东汉地方官府文书制度具有重大意义。
      已公布的五一广场简牍中,出现了此前在西北汉简中未曾见过的君教文书、“白”式文书及解书,在格式和用途上与西汉简迥异。除此之外,也可见县廷下移转发的皇帝诏令文书,反映了东汉中期政府所面临的社会现实。
       汉代官文书有一定的书写范本,不同的文书有不同的程式。这些范本一方面用以保证行政作业中相同事务在处理上的规范化和一致化,另一方面也使司其事者面对繁杂的业务,能依照固定的模式,方便处理,提高效率。固定用语和定型化的表达句式,使得东汉地方行政文书形成一种模板,成为汉帝国诸官府间信息有效传达的脉络。
      汉代的文书行政是各级官府之间依靠文书来传达行政信息的过程。汉代官文书的流转要遵循一定的环节:发件方——传递——收件方。文书的发送、收受与启封,是文书运行制度的重要一环。文书到达县廷签收并启封后,便开始了在县廷内部的运作处理。经过诸曹官吏的审议批复,最终形成决策。而后制作成下行文书返到乡级机构进行再处理。这便形成了地方文书行政的流转循环,可见东汉政府末端行政运行实态。
       文书行政要靠文书传递这一媒介来实现。作为联系发件方与收件方的重要环节,汉代文书传递有其专门的规章制度。秦汉时制定了相关法律——《行书律》,对文书的传递机构与官吏、传递方式与时效、传递过程与登记等作出了规定,以确保文书高效运转。

        The Han Dynasty used documents as an important means to govern the imperial state. The official documents of Han Dynasty were the important carrier of the order transmission of the administrative organs and played a great role in the administrative operation of the Han Empire. Since the Bamboo Slips of Wuyi Square were unearthed, the study of the document system of the Eastern Han Dynasty has been further advanced. In the Eastern Han Dynasty, Wuyi Square was in the county government of Changsha and Linxiang. The official documents unearthed mainly focused on the period from emperor He to Emperor An. The contents of the Bamboo slips of Wuyi Square were mainly the documents of communication among Linxiang county, subordinate Caos and township administrative organizations in Changsha County, which involved many aspects of grass-roots society at that time, including administration, justice, civil affairs, military and so on. This greatly alleviates the difficulties brought by the lack of handed-down documents and bamboo slips previously unearthed, which is of great significance to the study of the local official documents system in the Eastern Han Dynasty.
        In the published Wuyi Square Slips, there are the Junjiao documents, the "white" documents and the Jie documents that have never been seen in the Western Han slips, which are quite different from the Western Han slips in terms of format and use. In addition, it can also be seen that the imperial edicts forwarded by the county court reflect the social reality faced by the government of the Eastern Han Dynasty.
        There were certain writing models for official documents in Han Dynasty, and different documents had different writing styles. On the one hand, these models are used to ensure the standardization and consistency in the handling of the same affairs in administrative operations, on the other hand, they also enable the administrator to follow a fixed mode in the face of complex business, which is convenient to handle and improve efficiency. The fixed expressions and the standardized expression patterns made the local administrative documents of the Eastern Han Dynasty form a template and become the context for the effective communication of information between the governments at all levels of the Han Empire.
        The document administration in Han Dynasty was a process in which officials at all levels conveyed administrative information by means of documents. The circulation of official documents in Han Dynasty should follow certain links: sender - transfer - receiver. The sending, receiving and unsealing of documents is an important part of the document operation system. After the document arrives at the county court, it is signed and unsealed, and then the operation and processing inside the county court begin. After the deliberation and approval of Cao officials, the final decision is made. After that, it is made into downward documents and returned to the township level institutions for reprocessing. This forms the circulation cycle of local document administration, which shows the actual state of administrative operation at the end of the Eastern Han government.
        Document administration depends on the medium of document transmission to realize. As an important link between sender and receiver, document delivery in Han Dynasty has its special rules and regulations. In the Qin and Han Dynasties, a relevant law, Xingshu law, was formulated to regulate the transmission organization and officials, the transmission mode and time limit, the transmission process and registration of documents, so as to ensure the efficient operation of documents.
