在经济全球化的浪潮下,劳工的跨国迁移成为了新的趋势。自本世纪以来,世界范围内的跨国迁移劳工数目已经过亿,大部分劳工由发展中国家流向发达国家。当迁移的总收益大于总成本时,他们就会做出迁移的决策,为了寻找更好的工作机会而前往外国。劳工跨国迁移的行为本质上是世界范围内人力资源的合理配置,并深刻的影响着个人、国家与世界。在经济层面,这种影响是基本利大于弊的,是有利于个人福祉的增进和经济发展的,但消极影响也不可忽视。中国正处于经济转型的关键时期,有必要在这股趋势下把握好机遇,实施合理的引进劳工政策,吸引更多的人才来华工作,以实现人才强国与制造业强国的目标。

Under the wave of economic globalization, the transnational migration of labor has become a new trend. Since the 21st century, the number of transnational migrant workers in the world has passed 100 million, and most of them flow from developing countries to developed countries. When the total return of the migration is greater than the total cost, they will make the decision to migrate and go abroad in search of better job opportunities. The act of transnational migration of labor is essentially the rational allocation of human resources worldwide and has a profound impact on individuals, countries and the world. Basically, the advantages of this act outweighs the disadvantages. It is conducive to the improvement of individual well-being and economic development, but the negative impact must not be ignored. China is in a critical period of economic transformation. It is necessary for China to grasp the opportunities under this trend, implement a reasonable talent strategy, and attract more talents to work in China to realize the goal of strengthening China with talents and manufacturing power.
